From july 12 to july 18, sponsored by the University of Catania,  the Lipari summer school on computation complex systems  entitled: Mapping the World. From open data to crowdsourcing and bottom-up society:models, algorithms, and applications. The school directed by Professors  Alfredo Ferro (Catania University), Dirk Helbing (ETH Zurich) and Andrea Rapisarda (Catania University)  addresses Ph.D. students, junior and senior researchers to the forefront of research activity on modern data analysis, in particular Big Data analytics. This includes subjects such as how to mine data in the Internet and data of Social Media. Participants will be able to work  on the Planetary Nervous System.

This week, Results for Development’s education team published a multi-year effort assessing the effectiveness and impact of citizen-led education assessments of student learning. The various initiatives and campaigns (“CLAs” for short) are part of a vanguard effort in the education and transparency communities to leverage volunteer-led testing of student competencies towards advocacy and educational policy reform.

Data is an important tool to make decisions. Without it, we remain clueless about the needs of citizens within a country, district or village. The needs of citizens are critical for the implementation of development programs, media programming and government interventions. But, where is the data to help drive such decision making? Over the past three weeks, our friends from Accountability Labs and Local Intervention Group have been collecting survey data on the post disaster needs of citizens from 10 out of the 14 affected districts. I have been fortunate enough to be given the opportunity to scrape and analyze the data from their survey. Many of the survey results were fascinating, and we also learned a lot about the process of surveying in Nepal.

Delegates from across the EU are in Galway this week to discuss the future of journalism in Europe at a two-day event in NUI Galway’s Insight Centre for Data Analytics. The event, taking place in the centre today (Thursday ) and tomorrow, forms part of a EU Horizon 2020 research and innovation programme called Your Data Stories, which explores the use of open and social data. The event, officially opened today by Mayor of Galway Frank Fahy, is being hosted by the Insight Centre’s eGovernment unit, a major Science Foundation Ireland-funded initiative involving researchers at Dublin City University, NUI Galway, University College Cork, and University College Dublin.

“Buy land, they’re not making it anymore,” goes a famous saying by American poet Mark Twain, referring to its inherent value. Unfortunately in most developing countries, land ownership is barely tracked, leaving enormous untapped potential to generate wealth and boost prosperity. The private sector has taken note. From large multinationals to angel-backed social enterprises, businesses are springing forward with innovative solutions to address the issue. According to U.N. Habitat, the rights to more than 70 percent of land worldwide remains unregistered. It is an issue that the development community has increasingly engaged with, and one Devex has explored through the Land Matters series. The gaping paucity of titles means that property rights are not guaranteed.

Cities are the building blocks of any country. They are the cradles of creativity and innovation and drive regional prosperity. City growth is driven by a burgeoning and aspirational population that moves to these urban centers in search of better opportunities. Due to a paucity of data and an inefficient data collection system in the Indian context one is not able to keep a track of a city’s growth graph and create linkages between urban migration and its growth contribution. It is because cities are often treated as discrete, unrelated entities and are mostly studied at the macro level. It also severely hinders public policy choices and results in the formulation of urban solutions that are ineffective and sub-optimal.

THE International Monetary Fund said the government should improve its “unusually large amount of complexity and flexibility” in its budget process even as it gave the Philippines a favorable score on fiscal transparency. In its June 2015 report, the IMF cited the Philippines’ public financial management reform strategy as having helped initiate reforms, but there is much room for improvement on various areas of the budget system. “While this has not affected macroeconomic and fiscal policy outcomes over the last few years… this could rapidly change should the political or external environment become less favorable,” it said. Also, the report noted that appropriations sometimes exceed the programmed budget because of unforeseen circumstances.

Following our recent blog on creating a community of innovation and inspiration across government and the civil service, Beth Noveck and Andrew Young have been exploring the concept from their side of the pond. The ‘Network of Innovators’ launched at the Canada International Open Data Conference to explore how we could answer the need to connect creativity and knowledge. Here they reflect on their findings and next steps. Increasingly “experimentalism is no longer confined to formal scientific labs,” writes Charles Leadbetter. “It has become an organising method for social policy, startup businesses, venture capitalists, tech companies and the creative arts.” In order to improve how we govern, we must embrace experimentation in how we make decisions and solve problems.
