An alliance of civic and real estate technology companies has released the first open data specification for building and construction permit information, and several local governments have already gotten on board. The Building and Land Development Specification (BLDS) is a standardized format for jurisdictions to use when reporting information on building and construction permits as open data. The specification was created by professionals from Accela, Civic Insight, Zillow and others, and will be applied to data sets contributed by participating city and county governments. The goal is to make data about buildings and land more accessible, usable and valuable for citizens, developers and consumer applications. BLDS is the latest open data standard for commonly used government data.

After nearly a month of downtime, the Office of Personnel Management began re-enabling user access to the background check system e-QIP on July 23, the agency announced. The loss of e-QIP sparked widespread concerns when it was yanked offline because of security concerns, but OPM said the preemptive move has bolstered security. The system had been down since June 26, the agency noted in a statement. (OPM had announced the move the following Monday, June 29.) “This action was not the direct result of malicious activity on this network, and there is no evidence that the vulnerability in question has been exploited,” said OPM spokesman Sam Schumach in an emailed statement.

More than 100 city leaders from across the country, including Louisville Mayor Greg Fischer, met at the White House on Thursday to share how their cities are implementing the recommendations of a recently released national task force report on the future of policing in the U.S. Fischer co-moderated an afternoon session at the White House Community Policing Forum with other city leaders that delved into police relations with the community, youth engagement with police, open data in policing and interacting with the mentally ill. “It’s just a reminder that crime in cities did not start last night and is not going to be solved tomorrow,” Fischer said. “It’s heightened in terms of its challenges with new technologies and social media and images of Ferguson and Baltimore.

For years, meteorology students learned their craft at the tip of a colored pencil, laboriously contouring observed data by hand. While many forecasters still practice this art, computers have changed operations, research, and education. Open source software and open data are poised to bring more changes to the field. In a sense, openness has always been there. Meteorology has a culture of sharing by its very nature—after all, what good is a forecast if you don’t share it? The National Weather Service data is publicly available if you know where to look for it (and what to do with it once you’ve found it). And while much of the software in use by educational institutions is open source, until recently there was little interoperability.

Open sharing of epigenome data is crucial to ensure progression of large-scale data-intensive research. A new Opinion article published recently in Genome Biology aims to make the sharing of such data easier for researchers. Here, first author Stephanie Dyke answers questions about this work. Without it, many millions of hours and dollars spent on research would be lost. Researchers would have to produce new data which would otherwise already be available, slowing down the overall progress of science. It is also efficient in that it allows scrutiny by scientists who are not directly involved in the research and potential repurposing of data to address other research questions. It might also encourage more researchers to get involved in the big science of genomics/epigenomics.
