SACRAMENTO, Calif. — Efforts to bring open data into, well, the open have touched off widespread discussion as to just where the use of the information is headed, and whether there is a need for expanded oversight and state legislation. With more government agencies taking on the task of looking at and publishing their data for all to see, technologists and officials are considering whether better defining rules of the game are the next natural steps in the progression. The conversation made its way to the 2015 California Technology Forum the afternoon of Thursday, Aug. 13, where a panel of experts talked about how they approach the use of state data strongholds, processes for opening the information to the public and the need – or not – for potential for state controls.

Sabermetrics uses hundreds of thousands of baseball statistics created every year to better understand the sport and tell the most detailed story possible about what is happening on the field. The Tanzania Red Cross Society is adopting new open source technology to better understand and assist communities affected by disaster. In Shinyanga province, Red Cross volunteers are using mobile phone surveys to gauge the appropriateness of items distributed to people who lost homes and livelihoods during severe hail storms in March 2015. In June, the International Federation of Red Cross and Red Crescent Societies (IFRC) provided training for Red Cross volunteers on the use of the Open Data Kit (ODK), software that facilitates data-collection on mobile devices. Using the ODK software, Red Cross volunteers uploaded surveys onto their mobile phones, and then went house-to-house to interview beneficiaries about the assistance they received.

Tanzania’s rapid uptake of mobile phones and massive investment in rural network coverage is helping disaster and humanitarian organisations in the country speedily disseminate and collect information. The Tanzanian Communications Regulatory Authority says in its report for the first quarter 2015 that there are about 33 million mobile subscribers in the African country. Operators such as Vodacom Tanzania are investing large amounts of money in expanding mobile network coverage, especially in the country’s rural areas. IBM has announced a new set of services for its platform-as-a-service (PaaS) ‘Bluemix’ that enable developers to infuse new analytics capabilities into cloud-based applications. The new IBM Cloud tools include IBM Streaming Analytics and dashDB. The IBM Streaming Analytics service is now in open beta; providing capability to instantaneously analyze data, scaling to thousands of sources, on the cloud. “Streaming Analytics service enables an easier and more efficient way to visualise data. The service is completely scalable; dynamically building out the infrastructure as needed, giving developers time to focus on building important business logic and analytics,” the IT giant said.

When the conversation turns to government and technology, all too frequently the narrative becomes one of hopelessness. Healthcare.gov, the ancient computer sitting on the desk at the DMV, and the recent attacks by hackers on various government departments all help to reinforce this story of futility. And, inevitably, the questions get framed as, “Why can’t government be more like”—insert your favorite technology company here, Google, Apple, Amazon, etc. Yet it’s important to remember that companies like Google and Apple are organizations with their own pathologies. Apple almost failed as a company. And not everything Google does is a success. Google Glass and Google+ both spring to mind.
