Facebook has a preliminary tax deal that would apply to a third large data center in Prineville, with tax exemptions similar to deals that covered its first two facilities there. The city council and Crook County commissioners plan to vote on the pending agreement Wednesday. With a new tax deal in hand, Facebook said it may give the go-ahead on the Prineville project by the end of the month. Ken Patchett, Facebook’s director of data center operations in the western United States, said the agreement enables the company to make “apples to apples” comparisons with other sites the company has been considering. “We’re always studying where we could go, what we could do,” Patchett said.

The City of Berkeley has launched an Open Data portal for the public to download, examine and create new uses for public data. Data sets on CityofBerkeley.info/OpenData range from 311 requests, crime incidents, business license information, and the city’s tree inventory to restaurant inspection information, natural gas and electricity consumption for all meters in the Berkeley, water use within City limits, and certified green businesses. “What can be done with open data is limited only by the imagination,” says Dee Williams-Ridley, the City’s new Interim City Manager. “We’re excited to see how the Berkeley community will utilize this new tool.

Following an increasingly popular pattern of giving back source code to the open community, Netflix Inc. has released a developer preview of its in-house data-fetching tool used to provide immediate responsiveness in mobile and desktop apps via client-side caching. Falcor is a home-brewed JavaScript library used to retrieve remote data and keep it ready for use, simulating the experience of having it already stored on a client, something of special importance to mobile devices with limited storage. “Developers strive to create the illusion that all of their application’s data is sitting right there on the user’s device just waiting to be displayed,” Netflix wrote in a post on its tech blog yesterday.

Data sets are usually presented in numbers, graphs and spreadsheets, but recently Kansas City, Missouri, decided to expand the idea of what data visualization can be, by sponsoring an exhibit called the “Art of Data.” Artists were invited to take data from Kansas City’s open data portal and represent it in new ways. Residents of the city responded with lots of innovative artwork, and attended the exhibit in droves. “These are people who would not come to a city hall meeting or a budget hearing, but now they’re in an art gallery and then suddenly, they’re staring at this art on the wall and they’re engaging with the city and talking about data and city statistics in a way they wouldn’t have otherwise,” said Chris Hernandez, Kansas City’s director of city communications.

But almost no one thinks government information is getting through. The survey found only 11 percent of adults believed there was effective sharing of information at any level in government. How can that change? Recently, Congress has held hearings on transparency in the Freedom of Information Act — a tool citizens and journalists use to request information from the government. If you’ve ever seen a government document with redactions, you might have some experience. And redacted they are. Under the law, federal agencies are required to give a yearly review of how they responded to requests under the act. That data includes statistics on why an agency decided to hide information; the agencies are allowed to keep information away from the public by citing one of nine exemptions.

Similar to a move conducted by its parent families EMC and VMware a few years back, Pivotal announced a major leadership shuffle on Tuesday. Pivotal Labs co-founder Rob Mee is taking over as chief executive officer for the young IT brand, replacing Paul Maritz. Maritz, also formerly CEO of VMware, isn’t going far though as he has been appointed executive chairman for Pivotal’s board of directors. In a blog post, Maritz described Mee, who also served as executive vice president of products as well as research and development at Pivotal, as the “the ideal person to take Pivotal through the next stage of its journey.

County governments have refused to share with the public information on health, education, governance, population and budget, locking majority of Kenyans from accessing the data. Only three out of the 47 county governments are said to be slowly opening up to the citizenry, though most of their data has been sourced from research institutions and think tanks such as the Kenya National Bureau of Statistics (KNBS). The grim reality comes despite the launch of the Kenya Open Data Initiative (Kodi) four years ago that encourages government departments and counties to share public information through a State data portal. Nairobi, Machakos and Kiambu are the only counties listed in the Kenya Open Data portal, with the rest said to be resisting publication of their data to the platform.

Let me venture to say that humans across time and space have all had this singular thought, at least once in their lives: the world is a terrifying place. This thought may have dawned on some of us during an especially awkward teenage day in junior high, or at some summer bbq, or during a meeting at work. I have had this thought more times than I’d care to recount – and every single time it occurs in my mind, another thought pops up immediately after: I wish I had more information. I wish I knew more about what I was getting in to. During my time at the Rady School as an MBA student I learned the skills to take data and turn it into knowledge.

KUALA LUMPUR: Malaysia may not be ready to release its official data to the public just yet. Minister in the Prime Minister’s Department Datuk Paul Low said there were many problems in the civil service that needed to be fixed first. “Within the Government itself we have problems with open data,” he said, adding that civil service departments have been operating in silos. “Searching for data and getting it is very difficult,” Low said at a seminar and exhibition on Open Data for Good Governance, Civic Engagement and Economic Growth, organised by the Institute for Democracy and Economic Affairs. Citing an example, he said he was tasked with revamping Malaysia’s foreign workers’ system, and that his officers had to get information from 14 different agencies.
