The Middle East and North Africa countries trail in involvement with the data revolution. A recent workshop organised in Cairo  addressed how we can change that. In early June, Open MENA went to Cairo. The IDRC (International Development Research Centre) partners with the Access to Knowledge for Development program (A2K4D) at the American University in Cairo (AUC). The two were holding a workshop to introduce and bolster interest in the ongoing ‘data revolution’ which seems to be jumping over the MENA region. The ‘data revolution’ lexicon refers to a recent initiative and later report, led by the UN.

This is an exciting time for government openness. Open-data policy, like making public information more accessible on department websites, has come slowly to government. However, there is a growing understanding that there’s great value in improving data practices. With the McKinsey Global Institute estimating that more than $3 trillion in economic value is locked away inside information stored by government, it is no wonder that smart data policies are beneficial to both government and the broader public. And they are being increasingly adopted around the world. After San Francisco started Twitter311 and moved real-time transit data online, calls to 311 decreased almost 22 percent and the chief innovation officer estimated it would save the city nearly $1 million.

Technology leaders across the public sector are looking to shift from legacy systems to cloud-based platforms to support data-driven citizen-friendly services, according to a recent survey of 500 public sector technology officials by Socrata, a digital government solutions provider. Many, however, are still working with systems installed on local networks. At the county level, 47 percent of all technology is almost entirely installed on local machines or internal networks, the study found. The story is similar at other levels of government as well — 40 percent of all respondents said their software is “mostly” running locally, while 39 percent said nearly all their systems were running that way.

Through recent progress on three data initiatives, the United States is making progress to become a truly “data-driven government,” said U.S. Chief Data Scientist DJ Patil. In an Aug. 19 post to the blog Medium, Patil reflected on half a year on the job. A data-driven government, wrote Patil, “responsibly gathers, processes, leverages, and releases data in a timely fashion to enable transparency, create efficiencies, ensure security, and foster innovation to benefit the nation.” And while the federal government is moving in that direction, there is much more that can be done to harness data, he said. Six months ago, the White House appointed Patil as the first chief data scientist at the Office of Science and Technology Policy.

We entrust police officers with the ability to use deadly force when necessary to uphold their oaths to protect and serve the public. In many states and cities, however, the public still doesn’t know just how many times a year the cops apply deadly force, or to whom. The federal government, concerned citizens and multiple media organizations are working to bring transparency to this issue. In some cases, they’re even working together. In addition to databases at Deadspin, Gun Violence Archive and FatalEncounters.org, The Washington Post is compiling a list of every fatal shooting by a police officer in the line of duty. A list like that, however, would not include Eric Garner and Freddie Gray, both of whom died during their interactions with police without a single shot being fired.

He’s spent the last 15 years in various senior roles at EMC, where he was seen as a safe enough hand to be entrusted with boosting VMware well and truly into the data centre and then kicking off Pivotal’s effort to create a web-scale software development tools and consultancy business. Current CEO Paul Maritz is stepping down to make way for Rob Mee. Pivotal, the cloud-computing spinout of EMC Corp. and VMware Inc., promoted Rob Mee as chief executive officer to replace Paul Maritz, who was appointed executive chairman of Pivotal’s board. Rob Mee recently served as Pivotal’s Executive Vice President of Products and Research & Development. He said Maritz “has left an indelible legacy and will continue to be an invaluable resource”.
