The results for the 2015 Alberta Government’s app competition are in, with apps for wildlife dangers, city and school comparisons taking the top prizes. Service Alberta in partnership with Alberta Innovates – Technology Futures, launched the online app competition in the spring of 2015, and the winners were announced on Wednesday, Aug. 12 at the Government House in Edmonton. “The contest challenged app developers to look at and use the government’s open data,” said Minister of Service Alberta, Deron Bilous. Open Data is data collected by the government that is available to the public, and the purpose of the Apps for Alberta competition was to create applications that would disseminate that information more efficiently to make life easier for Albertans.

International civic tech startup DataLook is hosting #openimpact, a replication marathon aimed at helping API developers build local solutions with reusable, open source projects. The project has so far attracted more than 150 developers from Europe, Asia and the U.S. to its Slack community channel, with four projects already replicated in new locations. DataLook is focused on creating a directory of reusable data-driven projects centered on civic and social good. In the absence of API open standards for many civic projects, DataLook aims to shortcut the rhetoric and debate that can often surround government decision-making around what standards should look like by putting proven, effective solutions in the hands of new communities.

China’s e-commerce giant Alibaba Group said on Wednesday that it will open a data center next month in Singapore, the second overseas database to be launched this year by Aliyun, its cloud computing arm. Alibaba said the center will provide a range of cloud computing services to companies operating in Southeast Asia, with an initial focus on Chinese businesses. The new center will be connected with the existing six centers in Beijing, Hangzhou, Qingdao, Hong Kong, Shenzhen and Silicon Valley when it opens in September, it added. Alibaba also said Singapore will be the headquarters for Aliyun ‘s overseas operations.

Government departments have frustrated efforts to release State information to the public in an initiative, which would have put Kenya among the first countries in the world to voluntarily share data online. The Kenya Open Data portal launched four years ago, has only received details from 26 departments out of about 83. “While we still face some resistance in data publishing by the various government institutions, we have put in place measures to mitigate this which is why we have devised the new strategies that will allow us to engage other government institutions better,” Kenya Open Data Co-ordinator, Ms Linet Kwamboka, said. She said the issue will be tackled once the Access to Information Bill and Data Protection laws are enacted.

When it comes to government transparency, the Freedom of Information Act officers at federal agencies have a lot of catching up to do. Emily Shaw, deputy policy director at the Sunlight Foundation, told Federal Drive with Tom Temin that FOIA officers face an uphill battle, trying to change an office culture in government where the the document format or choice — PDFs or worse, printouts — make it harder to redact sensitive information on documents that could otherwise be released to the public. “What they are trying to do is walk a very careful line between opening the government appropriately and following the laws to make information available, at the same time protecting information they are legally required to protect,” she said.

Aliyun, the cloud services arm of Chinese web giant Alibaba, has officially announced plans to launch a cloud data center in Singapore in September. Aliyun’s Founder+ program, which was established earlier this year in China, will be expanded to Southeast Asia to give startups discounted or free resources, including guidance and useful connections to major investors – all things that might sweeten the deal to get entrepreneurs to sign up for Aliyun’s cloud computing horsepower. Although Alibaba’s cloud computing platform is relatively new compared to those of well-rooted giants like Amazon and Microsoft; the company has been revamping efforts to match up to the competition. Startups are one niche area that Alibaba is looking at in the region.

While open data is at the center of what we do at the Sunlight Foundation, our emphasis has always been in the context of monitoring the influence of campaign finance activity or improving access to government information. That said, we are always excited to see other stories outside that realm, and WhoFishesFAR — a recently launched website that tracks international fishing agreements — presents a new and innovative approach to accountability rooted in open data. International fishing practices are a source of environmental, economic and humanitarian problems. Overfishing is hazardous to marine biodiversity and long-term fishing sustainability. Exploitation and predatory business practices impoverish communities and deplete natural resources.

The Redfish API has hit version 1.0, signalling a new era of co-operation among vendors regarding the increasingly hot topic of data centre management. Redfish is the result of efforts by the Distributed Management Task Force (DMTF) to bring all physical equipment within a data centre together with one API to manage them. Data centres are more than just servers. Everything in today’s data centre has sensors, or can be remotely restarted, or perhaps offers more complex functionality, such as the remote keyboard, video and mouse access that baseband management systems often provide. Data centres contain power equipment, HVAC, security systems and environmental sensors in addition to the more traditional servers, blade chassis, rack enclosures and network equipment.
