Chinese e-commerce giant Alibaba is setting its sights on the global cloud computing market, starting with the launch of a new cloud data centre in Singapore later next month. The company’s cloud computing arm, Aliyun, will also house its headquarters for its overseas business in the city-state, which is seeing a healthy demand for cloud-related data management services because its strong telecoms links and skilled workforce, said Ethan Yu, vice president of Aliyun. The new Aliyun data centre follows Alibaba’s recent US$1 billion investment in cloud computing.

Holding politicians’ feet to the fire is becoming something of a sport in Brussels. Some Members of the European Parliament even complained in June about negative media coverage they were getting for their voting records. Since the European Commission kicked off its transparency initiative in 2008, the European Union started publishing gigabytes of data in different places and formats. To help the public connect the dots and tally figures, a series of “hacktivists” and open-data advocates have created several free, online tools. European Union lobbying, voting and spending are now on mostly full, and sometimes embarrassing, display. However, it can take hours of clicking from page to page to get a sense of the EU machinery, and at times a high level of technical skills is required.

The Indian IT software and networking giant Wipro opens showroom data centers in the US, India. It has launched two Centers of Excellence for open data center technologies, located in Mountain View, USA and Bangalore, India. The centers will basically focus on software-defined infrastructure (SDI), showcasing proprietary and Open Source solutions for networking, storage and compute. Wipro hopes seeing new technology in action will convince customers to modernize their own data centers using Wipro’s Adoption Framework, which includes tools and services to enable easier migration to new hardware. The new Centers of Excellence are a part of a wider investment in open source technologies announced last year.

The Kenya Open Data Initiative has launched a new revised portal for public use and engagement. The portal hosts over 600 datasets from the government that were previously not available to the public. The portal now holds data sets from expenditure and resource allocations, education, health, energy, tourism, demographics studies and County Government specific data. “Opendata.go.ke has elicited much interest around the world from scholars who have shown how local entrepreneurs use the data to make better decisions that improve their business processes and profitability,” said Victor Kyalo, chief executive officer, the ICT Authority, the implementing agency for the KODI project. “This example and many more fulfil our objective of setting up the platform.

“What century is that from?,” is the natural reaction upon getting a set of accounts from Companies House, the UK’s public register of company records.If you get a chance to put this question to Companies House, you might be surprised to find the explanation as unsatisfying as the experience.Computer Weekly put it to Companies House CEO Tim Moss in 2012, at a conference put on by the open data reformers then operating out of the Cabinet Office. They were trying to get public bodies to publish their records as data.People had been labouring for years over the old-fashioned way Companies House published company records: as scanned images of paper documents that companies sent in the post, which it stuck in PDF files on its website. Developers are being encouraged to take part in an open data App challenge, which has a prize fund of £15k. The #EULife App Challenge asks entrants to use European Quality of Life open data to develop innovative new apps, around the environment, social attitudes and education. On September 10th, magneticNorth will be hosting the App Challenge team, who’ll be presenting a taster session for those interested in entering. Government chief data officer Mike Bracken is set to leave the civil service in September to become chief digital officer at the Co-operative group. His departure leaves a vital role at the heart of Whitehall unfilled: someone able to help the government finally start to make sense of its vast reams of data and how it should (and shouldn’t!) be used. Formal responsibilities as CDO, a post which has only existed for five months, include developing a new government data standard and helping to set up the National Information Infrastructure: akin to a road network or power grid, but for open data. They will champion open data and encourage greater use of data in decision-making across government, according to the Cabinet Office.

New York City has released a searchable online version of the daily City Record newspaper, the official publication for notices on public hearings, auctions and sales, solicitations and rules proposed and adopted by city agencies. Updated daily, the City Record Online (CROL) is a fully searchable, machine-readable online database of all such notices, including schedules for more than 750 public hearings, land sales and contract awards for the $1.2 billion of goods and services that are acquired by the city each year. Until now only a small subset of information was searchable through the daily PDF postings of the newspaper. Solicitations and awards are searchable from 2003 to the present, while non-procurement notices are searchable from 2013 to present.
