Environmental groups yesterday rallied in front of the Environmental Protection Administration (EPA) building in Taipei, demanding a more inclusive measure of water pollution control to put all effluent dischargers under monitoring and to instantly publish pollution data online. Last month, the EPA announced draft amendments to the Regulations Governing Water Pollution Control Measures and Test Reporting Management (水污染防治措施及檢測申報管理辦法), stipulating that plants that discharge 1,500m3 — lowered from the previous 15,000m3 — of effluent every day must install automatic monitoring equipment at sewage pipes that could instantly transmit monitoring data to local environmental agencies.

The foundation is running a Knight News Challenge on Data, which will award $3 million to innovative ideas about making “data work for individuals and communities.” Winners will be announced in January 2016. “A story, if it’s working, is always an answer to the question, ‘How should I live my life?’” Humans are natural storytellers. Journalists simply do it for a living. That goes for data journalists, too. Just like our newsroom colleagues who write traditional narrative journalism, we’re telling stories to readers even when it looks like we’re just presenting data. We live in a time when technology is transforming almost every aspect of our lives, from how we shop and travel (Amazon, Airbnb, Uber), to how we communicate and find entertainment (Facebook, Instagram, Netflix). Thanks to mobile Internet, almost all human knowledge is now accessible with a few taps on the Smartphone in your pocket. But one sector that has been very slow to change is government. As a result, our state government is not as efficient or responsive as it needs to be. Just one small example: after taking office this January as the youngest member of the Massachusetts Senate, I flipped open my laptop to get to work. I was surprised to learn the State House still doesn’t have Wi-Fi.

The state of California is going to run a hackathon next month in West Sacramento’s Ziggurat building to find ways for state agencies to measure their sustainability. Put on by the Department of General Services, which occupies that building, the California Green Government Challenge is using the incentive of cash: A total of $25,000 is up for grabs. And only non-state employees may compete. The free event will be held on the weekend of Oct. 24-25 for teams of between one person and up to six people. The Ziggurat is the stepped pyramid office building next to the Sacramento River in West Sacramento. The winning idea gets $10,000, second place gets $7,500, third place walks away with $5,000 and a people’s choice prize pays $2,500.

Treasurer Josh Mandel has called out the state’s five pension funds for not sharing their expenditure data with his Ohiocheckbook.com website – and he singled out the largest pension fund. Statehouse correspondent Karen Kasler has reaction. Mandel came to the Ohio Public Employees Retirement System board meeting in June to ask the state’s largest pension fund to share its spending data with the online checkbook project. OPERS executive director Karen Carraher said the fund isn’t avoiding the issue. “But as we’ve shared with the Treasurer, we do intend to evaluate it,” Carraher said. “Unfortunately, it’s not on the timeline that he would like to see it, because our current plans really have us focused on the successful implementation of our health care changes.

The Treasury Department will soon start looking for more feedback on USASpending.gov. “We are interested in what the next generation of USASpending will look like,” David Lebryk, fiscal assistant secretary of the Treasury Department, said at the Data Transparency Coalition’s 2015 conference in Washington Sept. 23. “We’re asking you to join us in that. We don’t have to have this in place until May of 2017, but it’s not too early to start.” Lebryk said he expects the invitation will come out in the next week or so. The department wants the public to get involved in the discussion and comment on the portal’s visualization and navigation tools.

Here’s the good news. Governments this week will adopt a new set of goals to change the world – but for the first time, their promises also include an end to corruption. This is a big leap forward from 2000 when global development goals were first set out. Now, the aim to create a world free of extreme poverty, where all children are in school and in good health; where climate change is properly handled; where there is good governance and justice for all. This is a step we have long awaited. Goal 16 – which pledges a peaceful world, one with access to justice and open and accountable institutions – recognises the development dividend from governance. We know that widespread bribery is associated with higher maternal mortality and more children dying before they even reach the age of five.
