The government’s £1.2m open data programme investment in 2013 will bring a tenfold return to the UK economy in three years, a report released by Nesta and the Open Data Institute calculated today. The Open Data Challenge Services was launched by the government’s Department of Business, Innovation and Skills to support teams and individuals using open data to generate new and sustainable solutions to social challenges. For every £1 invested the UK has seen between £5 and £10 generated, and the creation of 75 to 141 jobs. Tools and services developed by the Open Data Challenge Series winners include ‘Skills Route’, a personalised service helping young people see how well they could do on courses at local schools or colleges and to weigh up their higher education and career options.

Pivotal Software Inc. followed through on its February promise to open source core components of its Big Data platform, placing the Greenplum data warehouse software on GitHub with an Apache 2 license. “Today, Pivotal unveils the first massively parallel processing (MPP) data warehouse to open source,” exec Gavin Sherry said in a blog post today. “Built over the past 10 years, with nearly 2 million lines of code, Pivotal has released the last of its core data solutions, Greenplum Database, under the Apache Software 2.0 license.” “The Greenplum Database is an advanced, fully featured, open source data warehouse,” says the site on the popular source code repository. “It provides powerful and rapid analytics on petabyte-scale data volumes.

But the full potential can only crystallize within the right framework; so far the main beneficiaries of the EO data bonanza have been large scale projects with the resources to analyze and make sense of this expanding resource — which in itself can be a major technological challenge.

The White House has published a new open government plan that recommends changes to data policy as well as fixes for some existing issues. This is the third version of the Open Government Plan and includes policies relevant to developers as well as state and local governments. The plan update comes as part of the US’ membership in the Open Government Partnership, a consortium of 66 countries formed by President Obama and seven other heads of state four years ago. The goal of the Open Government Partnership is to work toward increasing the integrity and transparency of government.

The new US Cybersecurity Information Sharing Act (CISA), passed in the US Senate on Tuesday, has made it even harder for data sharing between the US and EU, according to critics. However, attitudes to data sovereignty and the institution of a new Safe Harbour agreement seem to be polarising across both sides of the Atlantic. Former White House cyber security advisor French Caldwell, chief evangelist at GRC software company MetricStream, said he recognised the ‘libertarian’ argument but that those at the front line in the IT industry have a more realistic grasp of the immediate issues. “Libertarians are strongly opposed and it’s easy to sympathise with that position. Once the door opens to information sharing, the arrangement might go from voluntary to mandatory over time,” said Caldwell.
