The Scottish Government has announced a series of open data training workshops for public sector bodies. The workshops are part of the Government’s Open Data Strategy and are intended to support public sector bodies in implementing the principles and good practice for open data. There are two workshops for public sector employees: a one-day introduction course (‘Open Data Opportunity’) and a two-day extended course (‘Open Data in Practice’). The courses are due to take place in Edinburgh, Glasgow, Inverness and Aberdeen over the next year, and are all funded by Scottish Government. The White House and the California Department of Justice announced a partnership this week encouraging law enforcement agencies in California to adopt their own open data policies and develop tools to interpret that data. In a blog posted Tuesday, the White House said CalDOJ is the first state agency to be involved in the administration’s Police Data Initiative, launched in May as a driver for jurisdictions across the U.S. to use data sets and technology to improve outcomes. More than two dozen jurisdictions across the country are now participating. “The California Department of Justice (CA DOJ) is the first state agency to participate in PDI in an effort to help develop a statewide approach to transparency in criminal justice data,” the White House wrote.

THE Infocomm Development Authority of Singapore (IDA) has launched IDA Hive, the new home for the Government’s Digital Services team, and will house almost 100 data scientists, coders, engineers, designers, and other experts.   These experts are divided into a data science group, and a product design and development group.   The Digital Services team was responsible for developing and launching apps such as the Singapore Civil Defence Force’s MyResponder, the Ministry of National Development’s OneService, and the recently announced Beeline.

Big Data’s applications are many and variegated — simulating climate change impacts, optimizing agricultural supply chains and improving building efficiency, to name a few — but its potential is constrained by the availability and accessibility of digital information. There’s plenty of data out there, but much of it remains closed to the world due to concerns about security by consumers or competition by businesses. Even freely available data may be unreadable due to a lack of common formats or searchability. That’s why businesses and governments increasingly are pushing for open data policies to enable more collaboration, partnerships and innovation. That was a major theme at the GreenBiz VERGE event in San Jose, California, this week.

Research that cannot be reproduced has become one of the most debated issues in science. In April, a group of influential UK biomedical funding agencies held a meeting to discuss the problem — and have just released their findings. Dorothy Bishop, a researcher in developmental neuropsychology at the University of Oxford who led the April meeting, talks to Nature about the reproducibility problem and how to solve it. It is very clear that there are things that are not being done optimally and that people are quite often absolutely unaware of this. In psychology, we have recently obtained quantification of this from the reproducibility project [a collaborative effort which found that the results of more than half of psychology studies could not be replicated].

At its OpenWorld 2015 conference this week, Oracle Corp. added the Oracle Cloud Platform for Big Data to its Platform-as-a-Service (PaaS) offerings. The platform will consist of some existing services being joined by several new services providing functionality such as data preparation, a NoSQL database and more. “Big Data is helping customers address critical areas: improving customer experience, reducing churn, streamlining operations and building Internet of Things (IoT) applications,” Oracle exec Thomas Kurian said in a statement. “We’re already seeing it on-premises where our Big Data business is growing faster than the market as a whole.

A new research report from the Communications Alliance Internet of Things Think Tank has revealed that while Australia’s IoT capabilities are sufficient, a lack of industry and government focus continues to impede the opportunities of IoT. The report, Enabling the Internet of Things for Australia, made 12 recommendations on how industry and government can make changes to help facilitate the development of IoT in Australia. Some of the recommendations include developing appropriate policy and regulation, as well as a model and principals for IoT data sharing and opening public data. It also suggested that a few leaders need to be chosen in key sectors to ensure collaboration is enhanced.

On 22/10/2015, the Belgium government launched its Open Data initiative by releasing a number of datasets related to population statistics, fiscal information, ‘kadaster’, the 2011 census and some tools. Because BNOSAC works a lot with these kind of data and because we like to promote open data, an R package called BelgiumStatistics was made available for R users at https://github.com/jwijffels/BelgiumStatistics The package contains all the datasets released by Statistics Belgium (Bevolking, Werk, Leefmilieu, Census 2011) under the ‘Licentie open data’. Readily available to R users. Thanks to the open data, analysing and visualising Belgium data has now become a lot smoother as the example below shows.
