There’s a global movement to mandate governments at all levels to make machine-readable data publicly available. This initiative has the potential to enhance government transparency and efficiency, and create economic development anywhere. Even though California is a hot bed of technology companies leveraging Open Data, it’s hardly a pioneer on the Open Data frontier. California isn’t even among the top 10 states that have developed policies around Open Data, so last month, Governor Brown signed two new Open Data bills. The first, AB 169, requires all data published online by California governments be published in an open format that’s machine readable, easily downloadable, and digestible.

Catalpa is excited to announced that it has become a member of the Joined-Up Data Alliance (JDA). The JDA aims to bring together open data standards setters, users, and advocates in fields such as development cooperation, humanitarian relief, public contracting and natural resource governance to collaborate on the exchange and interoperability of open data. Catalpa has benefited from the community of organisations which have embraced openness and data sharing. We have been able to use this openness to provide better data to decision makers at the country level to try and strengthen and inform local decision making.

In 2013 the White House told NASA and other government agencies that they needed to make the results of their research more readily available to the public. In so doing the White House said that agencies needed to make research publications that had been available only for a fee available for free within 12 months of their publication. The public plaid for this science, the public should have access to it. In February 2013 the White House Office of Science and Technology Policy issued a memo which stated: “The Office of Science and Technology Policy (OSTP) hereby directs each Federal agency with over $100 million in annual conduct of research and development expenditures to develop a plan to support increased public access to the results of research funded by the Federal Government.

As “by applying some cognitive and behavioral science”, we can get beyond some of the “rules”, and often subjective criticisms of visualization to see what works in an experimental setting. asked subjects to look at a selection of visualizations from the while tracking their eye movements, and then later asked them to describe in detail what they recalled of the visualizations. A visualization that can be quickly taken in and understood (and with little eye movement) also appears to be easiest to recall later on. 2) Titles and text are key elements in a visualization and help recall the message.

The New South Wales government has found itself caught between the excitement of implementing digital innovations and dealing with its legacy backend systems. Martin Hoffman, Secretary of NSW Department of Finance, Services and Innovation told the Open Opportunity Forum in Sydney on Thursday it is a challenge to get beyond the glitz and the glamour of digital services, in order to get the overall system right. “God built the world in seven days; but he didn’t have legacy systems to deal with,” he said. “On the one hand there’s all this excitement and genuine progress around digital services, the DTO, the things we’re doing in NSW with Service NSW, apps, and all this great stuff.

[LONDON] Open data is entering a phase of consolidation and creation of services and policies for development, meaning it is increasingly being put to use to help people, a UK conference has heard.Conference participants agreed that open data is becoming more useful to policymakers after an initial stage of creating capacity and raising awareness. “Now it’s time to turn that information into services that can actually take hold,” said Liz Carolan, the head of the ODI’s global development work. “For example, we’re working with local partners in Burkina Faso to publish election results in real time during the upcoming election.
