While requiring government to openly publish budgets and MP’s salaries has been considered essential, governments are still lagging behind in implementing open company data. What companies are operating in a country? Who are the directors? Who are the shareholders? Does the company have subsidiaries? How are they controlled? These are some of the key datasets that must be publicly available, for free and searchable for markets to operate in optimal conditions and to establish an audit trail.

More and more cities across the country have begun to make available for download the data that they collect and manage as part of their day-to-day administrative tasks. For many parties, including neighborhood groups, entrepreneurs, and community-minded “civic hackers,” this information holds great value for understanding a city’s people, places, and challenges. The City of Minneapolis joined this nationwide trend by unveiling its own open data portal in December 2014, making dozens of datasets associated with the city’s physical assets, environmental resources, and administrative records available for download at opendata.minneapolismn.gov. As of June 15, 2015, the city’s open data portal had logged more than 400,000 visits, 5,400 dataset views, and 1,200 data downloads.

I recently saw a T-shirt that said, “Data is the new bacon.” And it certainly seems that way — everyone is hungry to find, acquire and consume data, and the market is answering the call. In the past few months, we have seen the White House launch a new Smart Cities Initiative and host a forum on citizen science and crowdsourcing. General Electric started rebranding itself as a digital company helping cities become more intelligent. My own organization, Johns Hopkins University’s Center for Government Excellence, through our partnership with Bloomberg Philanthropies’ What Works Cities program, is helping 100 mid-size cities accelerate their use of data and evidence to improve people’s lives.

In November 2014, Arkansas voters approved a ballot measure that, among other changes, barred the state’s elected officials from accepting lobbyists’ gifts. That hasn’t stopped influence peddlers from continuing to provide meals to lawmakers at the luxurious Capital Hotel or in top Little Rock eateries  such as the Brave New Restaurant; the prohibition does not apply to “food or drink available at a planned activity to which a specific governmental body is invited,” so lobbyists can buy meals as long as they invite an entire legislative committee. Such loopholes are a common part of statehouse culture nationwide, according to the 2015 State Integrity Investigation, a data-driven assessment of state government by the Center for Public Integrity and Global Integrity.

The state Ethics Commission was created in a special legislative session in 2006, a year after four sitting lawmakers were charged with taking bribes in an FBI undercover operation known as the Tennessee Waltz. New rules were imposed on lobbyists, and they were banned from donating to political candidates. But the law still allows a lobbyist to be the treasurer of a political action committee, or PAC, and decide how money is distributed. And a lobby firm can set up its own PAC to give money to candidates. “In other words, they set up superficial rules that are easily bypassed,” said Tom Humphrey, a veteran political reporter who writes for the Knoxville News Sentinel. Two opinions in six years The six-member Ethics Commission has issued only two advisory opinions in six years.
