The next time you’re told the best sandwich in Charlottetown is at the deli up the street from The Showboat — a nightclub that burned down in 1991 — Michael Easter wants to make sure you’ll not go hungry. Easter is a member of the Open Data Book Club, a group looking to share information freely with Islanders. One of its first projects to to create a list of landmarks that may only exist in spirit. Sooner or later in P.E.I. you’ll be given directions using landmarks that are no longer there, a time-honoured tradition Easter is solving with a modern solution. “These places where we still tell tourists, ‘Oh, if you only knew where this was,’ or even if it still exists,” said Easter.

Can the government take cues from the private companies who have successfully digitised their customer services, and are improvements already on the agenda? This is what Matt Hancock proclaimed during a speech given last month at the Institute for Government. He promised to tackle sharing and linking data in government and to improve public services. What we hope to see from the Spending Review is a clear indication that the government recognises the need to embrace technology. This is entirely necessary if they are to continue improving public services and to keep up with developments within the private sector. The sheer growth of digital citizen services has been astounding, and the Government needs to understand the demand and expectations of the “information generation”.

Southampton was one of five universities selected to participate in the first Open Data Mashup Day, themed on ‘Enhancing the Student Journey’, and held in London last week. The event, organised by Universities UK in partnership with the Open Data Institute (ODI) and JISC (Joint Information Systems Committee), challenged developers in universities and digital industries to produce a demo of a mobile app that used open data to help university students through their learning journey. Southampton was represented by Llorenç Vaquer (PhD student) and Dr Luis-Daniel Ibañez (Research Fellow) of the Web and Internet Science (WAIS) group in Electronics and Computer Science.

SACRAMENTO, Calif. — A San Francisco Earth imaging company recently unveiled a platform that gives public officials and developers alike access to a cache of geographic data about the state of California. Trevor Hammond — a spokesman for Planet Labs, which released the new Open California archive — said it would allow users to glean information on a range of topics. “This data, when analyzed, parsed and reviewed, could yield significant insights on California’s resources, agriculture, land use, urban growth and economy,” Hammond told StateScoop. So far, Planet Labs has released a beta version of the platform. Hammond said the company would continue to improve the design and functionality of Open California, and update its data sets.

In November 2013, an oil pipeline in the Chinese city of Qingdao exploded, killing 62 people and wounding 136. Eight months later, a similar explosion in Kaohsiung caused 32 deaths and 321 injuries. The pipelines were made of steel of the same specification and they failed after two decades of use in similar environments. The cause was corrosion — the degradation of a material by a chemical or electrochemical reaction with its environment. Such disasters are common: each square kilometre of any Chinese city hosts more than 30 kilometres of buried pipes, creating tangled networks of oil and gas lines, water mains and electrical and telecommunications cables. Corrosion is costly, too.

It’s about to get easier to plan trips that include bike-share. Yesterday, the North American Bikeshare Association, a trade group representing transportation agencies and private firms involved in operating bike-share systems, announced that it is adopting an open data standard. NABSA includes Motivate, the company that operates Citi Bike, Divvy, Bay Area Bike Share, and several other systems in American cities. The policy means that data about station locations and bike and dock availability will be much easier for software developers to incorporate into trip planning apps. Bike-share data will be released in the same format that transit agencies use, known as the General Transit Feed Specification (GTFS).

The “single, supple mesh of mobility” that the government of Helsinki is hoping to use to “make car ownership pointless” by 2025 may be arising spontaneously and gradually in Portland. For people reading between the lines, an announcement Tuesday from the North American Bike Share Association could lead to Portland becoming the first U.S. city where a single mobile app will be able to let you plan a trip and buy a ride from a bike share service, transit agency, carsharing company or ride-hailing service. Even that would still be a far cry from the unified payment and fare system envisioned by Helsinki and by transportation dreamers around the world. That’s the digital key to the city that would be convenient enough to replace car ownership for a large share of the population.

The New York City Council has approved a package of bills aimed at standardizing open data policies and procedures. Five bills in total were approved, and touch on how data is presented and when it is updated. The first measure directs the Department of Information Technology & Telecommunications (DoITT) to create standards about when and how to split up big, bulky data sets as archival and technical. Reds require. The second measure calls for the creation of a plain language dictionary to go along with each data set so that individuals can understand the often esoteric terminology employed throughout city government. Bills three and four deal with timeline concerns and direct DoITT as well as individual departments to respond to open data requests within a two month window.

If you are not familiar with Tim O’Reilly, he may be someone worth looking into. He popularized the term Web 2.0 and helped rebrand “free software” to “open source.” O’Reilly has been a global leader in how we view and use the Internet and continues to influence a variety of sectors, including government. When I first thought about what to title this column, Open Gov 2.0, it was with O’Reilly’s mantra of Government 2.0 in mind. O’Reilly theorizes that government today works like a vending machine; put taxes in… get services out, shake and kick it if you don’t get what you want. “Participation is limited to protest,” says O’Reilly. “Essentially shaking the vending machine.” And whoever shakes the vending machine most, or most rigorously, wins.
