SACRAMENTO, Calif. — State officials took to the stage to discuss upcoming technology initiatives and what they see on the horizon for 2016 at the TechWire State of Technology Industry Forum Tuesday morning, Dec. 1. The three-person panel consisted of representatives from the Department of Justice (DOJ), Department of Technology and the State Treasurer’s Office, and highlighted where each agency would focus technological efforts in the coming year. Jan Ross, CIO of the State Treasurer’s Office, said her agency would be looking toward alternative procurement models in 2016. Specifically with regard to the debt management system, Ross said work is underway to improve the system without a complete replacement. The debt management system is dated, but is based around a functional core.

We all make decisions everyday based on different sources of information. Much of that information ultimately starts out as digital data. Open data is about changing the default, so that instead of being locked away for the benefit of a few, data is accessible as widely as possible. Open data is data that anyone can access, use and share. In practice, that means making data accessible online, putting in standard digital forms which are machine-readable and having terms or licenses that allow anyone to reuse the data for anything [1]. You might already be using open data – directly, or indirectly. To access open data directly usually requires access to a computer, and the resources and skills to work with datasets.

A brief story about the project “ATuServicio.uy” It was 2013 and DATA Uruguay was reaching its first anniversary. Even though we were exploring several possible roads for the organization (and still are), we already knew a couple of things: we are interested in open data and open government, we wanted to collaborate with other organizations and people and we wanted to promote these issues in Uruguay. Within that context, an opportunity arose to partner with Portal 180 to work in a series of data journalism apps based on open data with the goal of having useful (and fun) tools and visualization for the citizenship and also try to foster data journalism locally.

David Dimbleby’s announcement of the BBC’s exit poll results, just after 10pm on 7 May 2015, is one of the abiding memories of this year’s general election campaign. For all the officialdom surrounding elections, it was the BBC that told us in a single instant who had won the election, sending a shockwave through the political system that didn’t abate until three party leaders had resigned (although one later changed his mind). That was news, most definitely, and news will always be necessary. But in a digital age, citizens don’t just want news about their democracy from the BBC. They want information. Some of them even want data. It is in these areas that the BBC needs to, and can, enhance its elections output.

The Treasury is already behind a drive to deliver a new open API standard in UK banking and, in a new report setting out its plans to boost competition in UK markets (30-page / 684KB PDF), it confirmed that details of the new standard are expected to be announced before the end of the year. APIs (application programme interfaces) allow software applications to talk to each other. However, it has now outlined its plan to ensure that other “regulated sectors” also facilitate open access to data in their industries.

Like many industries, utilities have had to come to grips with the idea of moving information technology (IT) applications to the cloud. Some have only contemplated this for their own operations. Others realize that they have the scale to provide solutions not only for themselves but also for smaller players. At the recent Oracle OpenWorld trade show in San Francisco, both perspectives and that in between were shared by speakers on a panel from Greater Cincinnati Water Works, Suez and Verizon Enterprise Solutions. In this panel discussion moderated by Creighton Oyler of Oracle, the group tackled why and how utilities should move their IT applications to a cloud computing platform.

The University of Illinois at Urbana-Champaign has been awarded a new research grant by The Andrew W. Mellon Foundation to explore the benefits for users of linked open data (LOD) for digitized library special collections. Timothy Cole, mathematics librarian in the University Library and coordinator for library applications within the Center for Informatics Research in Science and Scholarship (CIRSS) at the Graduate School of Library and Information Science (GSLIS), will serve as principal investigator. Myung-Ja “MJ” Han, metadata librarian, and Caroline Szylowicz, Kolb-Proust librarian and curator of rare books and manuscripts, will serve as co-principal investigators.
