Wikipedia has begun using artificial intelligence to make the editing process easier on human editors. The machine learning service – dubbed ORES, which stands for Objective Revision Evaluation Service – reviews edits and flags suspect changes, so human editors can more quickly find problem edits. ORES, which Wikimedia made available for anyone to use as an open Web service, “scores” the quality of any article, marking some as “damaging,” for instance. “By combining open data and open source machine learning algorithms, our goal is to make quality control in Wikipedia more transparent, auditable and easy to experiment with,” Aaron Halfaker, senior research scientist, and Dario Taraborelli, head of research at the Wikimedia Foundation, wrote in a blog post.

The Doing Business project produces a rich dataset of objective measures of business regulations for local firms in countries around the world. We’ve written about some of the key findings – how starting a business is easier than ever before and produced a dashboard to explore that topic; but the dataset goes much further.The 2016 edition of the report covers 11 indicator sets or “themes” and 189 economies. These themes range from enforcing contracts and registering property to getting electricity and credit. We’ve produced the dashboard below to help explore this data and let you filter across various dimensions – in general, a lower rank or smaller bar is better but hover over bars to see the details.

Sharing information key in fight against climate change, USDA’s Harden says WASHINGTON, Dec. 2, 2015 – While world leaders negotiate in Paris over how to reduce global greenhouse gas emissions, USDA Deputy Secretary Krysta Harden talked with members of the Senate Agriculture Committee Wednesday about how climate change threatens food security in similar ways across the globe. “When you talk with farmers in this country or around the world, some of the conversations are very much the same,” Harden said during the hearing on global hunger. “They worry about extreme weather; they worry about drought, pests, (and) disease. All of the problems that our farmers have to deal with here, farmers around the world are having to deal with.

Big data is a big deal, make no mistake about it, but it’s probably not as big a deal as it’s going to be eventually when we really figure out how to make good use of it. For now, we have this muddled middle where we understand the value of the data, but most organizations and governments don’t know how to use that data to its full potential. In a recent issue of The Economist, two separate articles illustrated the state of big data today. In the first, Out of the box, it talks about the promise of open data, one that to this point remains unfulfilled. The article recognized open data could drive not only greater transparency, but act as a platform for business creation as it has with companies like Zillow based on publicly available real estate data and Garmin based on GPS technology.

Lan Nguyen is a woman on a mission. She wants to revolutionize the city of Toronto with big data. The city has collected more than a petabyte of the stuff over the years, said Nguyen, who has been deputy CIO for Toronto since 2013. It exists in structured and unstructured forms. Her job involves getting more of it – and to help the relevant stakeholders use it wisely. “We need to find out exactly how we can mine it and embrace data analytics to help us in policy and service planning, and in program monitoring,” she said. Tomorrow, Nguyen will discuss open data and open government on a panel at Technicity, an event co-hosted by the City and IT World Canada, designed to explore how the City of Toronto is moving forward in an IoT-enabled world.
