SACRAMENTO, Calif. — State officials took to the stage to discuss upcoming technology initiatives and what they see on the horizon for 2016 at the TechWire State of Technology Industry Forum Tuesday morning, Dec. 1. The three-person panel consisted of representatives from the Department of Justice (DOJ), Department of Technology and the State Treasurer’s Office, and highlighted where each agency would focus technological efforts in the coming year. Jan Ross, CIO of the State Treasurer’s Office, said her agency would be looking toward alternative procurement models in 2016. Specifically with regard to the debt management system, Ross said work is underway to improve the system without a complete replacement. The debt management system is dated, but is based around a functional core.

California is interested in creating a sandbox-style environment where state government entities can experiment together on new approaches to open data management, application development and security solutions. Chris Cruz, chief deputy director of operations for the California Department of Technology, said Tuesday the innovation lab could be located within CalCloud, the state’s private cloud. “If we had an environment we could co-manage together and write and develop code, maybe we can leverage this information for multiple applications. That way we begin to streamline and roll things up to a standardized level of doing business,” Cruz said in remarks during the State of Technology Industry Forum in Sacramento, an event sponsored by TechWire.

When aiming for sustainable and healthy eating patterns the starting point for a European food policy, in addition to the Common Agricultural Policy (CAP), lies in a coordinated food system approach. Current activities are not connected enough to deal with this broad topic. Therefore we have to look at the topic from a food system level. This is the dominant opinion during the 148th EAAE seminar ‘Does Europe need a Food Policy?” organised by LEI Wageningen UR. Sustainable and healthy eating is too big to leave to consumers alone or to only look at at European level. Therefore a food system approach is essential which connects all relevant players and activities: from sustainable farming to the menu in the school canteen to food losses in the chain.

Two years ago, Congress began publishing the U.S. Code in the XML markup language, a remarkably versatile format that can be read both by people and by machines. That small step was hailed as a win for those seeking a more transparent and open government. The XML data have been used by Web developers and social entrepreneurs to build platforms that allow citizens to search the U.S. Code for specific laws. This should lead to increased transparency, and may even make the lawmaking process more efficient and less error-prone. A new bill sponsored by Reps. Dave Brat, R-Va., and Seth Moulton, D-Mass., proposes to do the same with the U.S. Statutes-at-Large as been done with the U.S. Code. H.R.

Each week, millions of New Yorkers keep thousands of tons of trash out of landfills by saving their recyclables. But is it possible to achieve zero waste? It may sound like a tall order, but Parsons School of Design students Darcy Bender and Bernardo Loureiro (Design and Urban Ecologies) are hoping to achieve that goal through an app that’s designed to raise awareness on recycling, composting and reducing waste. The app, Waste Census NYC, collects city data that measures the recycling commitment of each New York City neighborhood. Users can enter their address, find of how much their neighborhood is recycling and “compare their data to the city average.

Ambitious plans on how open data will revolutionise the farming industry, meeting the needs of a growing global population, were revealed today by Environment Secretary Elizabeth Truss. Speaking at an Open Data Institute (ODI) Futures event on agriculture, she encouraged farmers and the food industry to seize the opportunities offered by open data as our population grows towards 9 billion people living on Earth by 2050. The event, hosted by Defra in partnership with the ODI, brought together global food producers and manufacturers, academics and entrepreneurs with local and central Government to discuss how open data will help farmers maximise crop yields, improve the quality of produce and feed growing communities.
