Springer Nature chief scientific officer Annette Thomas has told the FutureBook conference that in academic publishing “the power is no longer in the proprietary, the power is in open”, saying the newly merged company will be “taking the prestigious brand of Nature and [going] open, open, open.” Thomas was the opening keynote of today’s conference, held at London’s Mermaid Theatre. The debates can be followed on Twitter via #FutureBook15. Thomas, formerly c.e.o. of Macmillan Science and Education, which merged with Springer to form Springer Nature earlier this year, said that when Macmillan Science and Education was formed as a global academic division three years ago, it “very firmly put a flag in the sand around disruption”, with the opportunity to transform around workflow.

The government isn’t doing enough to make the most of the data it has at its disposal, according to TechUK, the trade association that counts more than 850 companies as its members. Sureyya Cansoy, a director at TechUK, said that different industries were at different points of their journeys in making the most out of data, with retail and transport ahead of other sectors. She said that it was “fantastic” that the UK government had understood the importance of the topic – citing the Open Data Initiative (ODI) as an important step in making public sector data available for others to use free of charge. However, she claimed that it is the next step that the government has not quite grasped so far.

The Aquino administration, through the Philippine Government Electronic Procurement System (PhilGEPS), has saved at least P1.05 billion in newspaper-advertisement expenses last year, according to Budget Secretary Florencio B. Abad. The budget chief lauded PhilGEPS for espousing “the principles of transparent and accountable operations to improve the performance of the government as a whole by generating savings and making procurement data more accessible” during its 15th anniversary celebration on Wednesday. PhilGEPS is a web portal that serves as the primary source of information on government procurement, which all government agencies are mandated to use pursuant to the Government Procurement Reform Act.

There is no doubt that austerity focuses the mind. If we are to continue delivering quality services to customers at all levels of government, there is an increasing need to innovate, to do things more efficiently and more cost effectively. Platforms, data and trust are key in allowing local government to ‘do more with less’. In the case of platforms, we must identify the common, core capabilities we require to deliver services effectively. Then we need to build them once, share them and reuse them. This has been recognised at local level by councils such as Camden (see CIO John Jackson’s recent blog about their use of platforms) and in central government, notably by the Government Digital Service (GDS).

Estonia is one of the world’s most connected countries with 95 per cent of government services run online. Currently, citizens are able to vote, register births, log new cars, sign official documents and set up businesses online. Each resident is also assigned a digital number that allows access to government services and e-payments. While other European countries, including Germany, have balked at adopting such an idea, in Estonia there is little controversy over citizens having digital “fingerprints”. Now, however, the country’s government is concerned about its proximity to Russia and possible cyber-attacks emanating from there. Estonia says it wants to ensure “digital continuity” and moving data to the cloud offers security in the face of mounting digital threats.

Code4Sac, Sacramento’s Code for America chapter, announced Thursday its volunteers have built and launched a new website with apps to visualize and explore the city of Sacramento’s budget. The new website, openbudgetsac.org, is built from data about Sacramento’s proposed 2015-16 budget that the city published on its open data website, http://data.cityofsacramento.org. The data previously was available only in PDF format, Code4Sac said. Code4Sac’s new website includes a diagram showing how revenue flows in the city, a “tree map” showing the size of each city department’s budget, and a “budget explorer” app that enables users to input detailed search queries. “The City of Sacramento spends nearly $1 billion annually to deliver services and fund government operations,” the website says.
