The UK’s Crown Estate has published a study by the British Geological Survey summarizing the geological conditions of the Irish Sea. It is intended that the study will provide a valuable resource for anyone considering development of offshore infrastructure in the region. The study follows The Crown Estate’s publication of a wide range of data collected for the discontinued Celtic Array offshore wind farm, such as geotechnical and geophysical data as well as sediment sampling (available on the Marine Date Exchange). BGS undertook a detailed assessment of the Irish Sea, combining the Celtic Array data with the best available data from other sources, such as BGS legacy data, regional reports and site investigations by other industries.

The concept of driving trust through open government has been around for centuries, but it wasn’t until the advent of the Internet that true open government could become a reality. President Obama’s recent Open Government Initiative has added significant credence to the open data movement. On the other hand, growing fallout from government scandals, such as Wikileaks and the Ed Snowden leaks, has caused an increased distrust in government. These crosswinds have been a driving force behind increasingly open state and local governments looking to drive trust through transparency. In fact, open government is now a practice that is being followed by thousands of governments and has even spawned a whole new industry in support of this effort.

A week ago, the winners of the third annual Open Data Challenge “Together We Open Data” were announced with very encouraging results. This year the competition received 27 submitted applications based on open data, which used data from a variety of topics, including transparency, transport, environment, public sector and finance. State Institutions created three applications, i.e. two applications were from the Czech Ministry of Finance and one application from the Czech Telecommunication Office, which uses its own open data. You can read about all applications (in Czech) by clicking here. The overall winner of the competition was an application called “Supervisor” (made by the Ministry of Finance of the Czech Republic) which used its own open data.

The original version, which was created by the Open Data Institute, provides a free validation service for open data. The validation report lets publishers spot datasets that do not meet required standards, allowing them to take corrective actions and provide maintained and trusted data for data re-users. The Czech version of the Open Data certificate has already been used by the Czech Telecommunication Office, The Czech Trade Inspection Authority and The Czech Supreme Audit Office. “We have been in the process of localisation for a year and a half. The legal localisation has been really challenging since we had to adjust the entire set of questions and licences into Czech legal system.

Due to its several and numerous applications, Open Data has been proving a versatile tool to be used in the most different and various fields. Although health and the environment have been the pivotal fields of application, the seminar will examine the potential role Open Data might play in a further context, namely the food sector. This is in consideration of both the “relational dimension” connecting human beings and food, and citizens’ requests for more democratic processes within European food safety policy.

The commentary last Friday (“S’pore can afford to be more open in sharing data”) cited data from the Global Open Data Index, which attempts to benchmark openness of data internationally. In the latest 2015 rankings, Singapore ranks a joint 23rd out of 122 places, and not 63rd, ahead of places such as Germany, Switzerland and Hong Kong. In the government spending category, Singapore scored the same as countries such as Australia, Denmark and the United States. We are surprised that the commentary writers, Asit K. Biswas and Kris Hartley, who are academics, relied on an outdated version of a single index to conclude that the Singapore Government has not been transparent and open in sharing its data.
