Information from open-data group, CodeSA, shows which regions in South Africa are hot spots for big fines over the holiday period. The information is based on data from the 2014 financial year, in which over R1 billion in fines were collected by municipalities in the country. Municipalities are required by law to source their own revenues – and one of the ways to accomplish this is through traffic fines. As the most populous region in the country, it’s no surprise that Gauteng municipalities brought in the most fines in 2014 (over R360 million); however, CodeSA’s data shows Gautend isn’t the most heavy-handed when it comes to issuing fines.

If one half of the Maharashtra government, the Bharatiya Janata Party, has its way, then a few strategically placed and corporate-friendly areas such as Lower Parel and Bandra Kurla Complex will become “smart cities” within Mumbai. The other half of the government, the Shiv Sena, has turned against its own government because this will transfer “Mumbai’s administration from the civic corporation to a private gang of corporate honchos, builders and the mercantile class who have always treated Mumbai as their concubine”. The analogy and choice of words such as “concubine” in the party’s newspaper Saamna are condemnable. But this is the least of the problems in the smart cities context.

We refer to Professor Asit K. Biswas and Mr Kris Hartley’s reply to our letter published yesterday (“Govt more open in sharing data”), in response to their commentary last Friday (“S’pore can afford to be more open in sharing data”). The writers indicated that the 2015 Global Open Data Index came out well after they did their analysis and submitted their commentary to The Straits Times for publication. The Open Knowledge Foundation (OKF) posted the 2015 Global Open Data Index draft rankings and methodology on its website as early as Oct 28, and invited the public to verify the accuracy of the 2015 index. These remained accessible to the public until the OKF published the finalised rankings for 2015 last Wednesday.

(CNS): The Cayman Islands was ranked at number 66 in a recent global survey examining accessibility to government data in a list of 149 countries. Although the local freedom of information law has been lauded on the international stage, this survey by the Global Open Data Index looked at how easy it was to access data and information and to interpret that information. Scoring just 395 points, compared to Taiwan, which topped the table with 1010 points, access to data in Cayman was patchy and not always easy to interpret or in a format that could be easily used. According to the results published last week, Cayman did best regarding the budget, getting 55% of the points available, but when it came to government spending, Cayman was given just 10% of the possible score.

The concept of smart city as a means to enhance the life quality of citizens has been increasingly recognized by government leaders and policy makers in the last one year. Nokia and ARM are at the heart of a bid to revamp the ageing TCP/IP stack to make it better suited to networks that need to operate at very high speed and/or low latency. Among the plethora of industry alliances at the intersection of telecoms, IT and IP, this looks like one with a genuine contribution to make to the evolution of future standards, including 5G. The network connection itself is only a part of the total telecoms platform these days, and in the evolution of 5G, it will be critical that the 3GPP’s core standards are closely aligned to work being done in the IP, cloud and data areas too.

Bloomberg Philanthropies has announced a further 13 mid-sized cities to join its three-year programme to help mayors improve their use of data–for free. Called What Works Cities–and launched in April this year–the US$42-million initiative now counts 21 cities. All receive free customised support and technical assistance from expert partners to review their current use of data and evidence, to understand where they are utilising best practices, and to identify areas for growth. “Many cities for the first time have started making their data available to the public, and have launched performance management systems to track their progress toward strategic goals,” Simone Brody, What Works Cities Executive Director, told Cities Today.

With all apologies to President Ronald Reagan’s historic 1987 speech in West Berlin, the General Services Administration should take page from Dutch and open up its e-Buy program to the public. GSA hides task orders behind its version of a “pay wall” — vendors must spend upwards of $25,000 to get on a schedule contract and see what they are missing. GSA took an initial step in June when it made older task orders available to federal agencies. Tom Sharpe, Federal Acquisition Service commissioner, said in July GSA would open up e-Buy to the general public by the end of the year. Well, here we are, almost to the end of the year and progress has slowed. So Mr. Sharpe, it’s time to open e-Buy to the public once and for all. It’s a transparency issue. It’s a fairness issue.
