Blockchain’s distributed ledger technology (DLT) could save billions of pounds by preventing welfare fraud and benefit overpayment errors, according to the government’s chief science adviser. The technology could provide a cheap and easy way of getting welfare claimants without bank accounts into the system as well as verifying their identities and would also provide a transparent account of how public money was spent, said Sir Mark Walport in a major new report. It’s just one of the ways the government may embrace the technology in the future. It could even help plug a multi-billion pound shortfall in tax revenue from tax avoidance schemes and the black market across Europe by bringing greater transparency to payments.

Mayor Rahm Emanuel and the Chicago Department of Innovation and Technology announced today the launch of OpenGrid, a website and mobile app that uses open data to let residents search for unique information and events happening around them. Using OpenGrid, residents can access data that is tailored to their location and needs, such as which city services are delivered on their block, nearby street closures, city activities happening in their communities, and more. “Chicago is a leader in using open data to better serve its residents,” said Mayor Rahm Emanuel. “OpenGrid is the next step in making open data accessible to Chicagoans, and it is part of our ongoing commitment to transparency and innovation in city government.

The group of Latin Americans still vulnerable to fall back into poverty has moved tantalizingly close to middle class status in the past decade. The so-called vulnerable, who have escaped poverty but have not yet made it to the middle class, remain the largest socio-economic group in Latin America. In fact, their share of the population increased slightly (38 percent in 2013, up from 35 percent in 2003). But, importantly, their living conditions improved significantly in the same period. The incomes of the vulnerable are today much closer to those of the middle class – even if their growth in incomes was not enough to cross over to the middle class. As the chart above shows, a decade ago it was very common for the vulnerable to have incomes that barely put them above the poverty line.

There are terms to define, foggy correlations tying income to expenditures, and a near innumerable array of lists and spreadsheets, categories and subcategories. This confusion was enough to drive Chris Bullock toward entrepreneurship. In 2015, he founded ClearGov, a financial transparency platform to decipher city budgets with interactive infographics. Bullock launched the venture after co-founding the legal analytics and benchmarking company Sky Analytics, acquired by Huron Consulting Group in 2015.

The French government has rejected a proposed bill that would have required hardware makers to design products that give authorities access to stored data, even if it is encrypted. The draft bill, proposed by a right-leaning politician in the wake of the Paris terrorist attacks, would have required all tech companies to insert backdoors into devices, on the grounds that encryption should not impede a police investigation. The proposal, brought by Republican politician Nathalie Kosciusko-Morizet, came as an amendment to the Digital Republic Bill, France’s proposed legal framework for open data, net neutrality, and data protection in the context of cloud computing.
