Recently, we have had the pleasure of meeting Daniel Trone of the State Demography Office in the Colorado Department of Local Affairs (DOLA) about how the department is leading the way in government open data. Most notably, Daniel himself helped create the Census API where he has cleaned and published all Census data for the nation from 1980 through current times. The county of Humboldt launched an interactive online budget application Friday aimed at helping residents better understand their government, just as county staff released a fairly gloomy five-year budget forecast.“Open Budget,” the new interactive tool that can be found here , is designed to let folks explore different facets of county spending and revenue collection, ideally giving them a better understanding of where revenues come from and what they’re spent on. For example, some quick clicking can tell those curious that the county is spending about $34.2 million on its Sheriff’s Office this year, $13.3 million of which goes to the Humboldt County jail. Another click will show you that $34.2 million is $7.5 million more than the Sheriff’s Office received five years ago.

Over the past 50 years, we have tried to perfect the “complain and fix” mode of government. In a city, residents complain and government scurries to respond to the complaint, fixing the immediate symptom and at times digging deeper to the root issue and fixing that. This relationship is driven by an old idea in bureaucracies that government sits in the center of communities and is responsible for taking care of potentially anything or everything. Like any co-dependent relationship, both parties benefit from this perspective, even though it is inadequate and unhealthy. So change is hard. But the scale of the problems our communities face and the nature of many of those issues is beyond the solitary capacity of local government. This is not a question of money.

CGI study says collaboration a priority for civil servants – but data sharing patchy; just 8% of respondents say their departments are practising open data; Internet of Things yet to reach Whitehall’s lexicon A CGI survey has revealed the data sharing traits of civil servants. The research, based on online interviews with over 4,400 UK civil servants, revealed that data sharing within Whitehall, local government, third sector organisations and the private sector is patchy, collaboration and digital transformation are priorities – and the Internet of Things has yet to cross civil servants’ radar screens. In October 2015, 71% of respondents said they share data with other central government departments, a figure that increased marginally by 2% from January 2015.

Professor Klaus Schwab has made a number of observations about the increasing importance of data and connectivity in realising the Fourth Industrial Revolution and singled out one of the key demands facing government in this next wave of industrialisation: increased public pressure for transparency. Professor Schwab has said: We agree. Much has been said of the potential of data to revolutionise business and relationships. But data will only get us so far on its own. As part of the city’s efforts to make more of its data accessible to citizens and others, the City of Los Angeles rolled out a new site, Los Angeles Geohub, powered by GIS technology from Esri. The new site allows citizens and others pull up a large library of open data, and browse that through a map interface. The data includes everything from ZIP codes in Los Angeles, to high accident rate corridors and the locations of traffic accidents; wineries in Los Angeles; bus routes; volunteer opportunities; flood zones, and countless other pieces of data. In addition to the online browsing of that data, the same information can be access by developers via an SDK, and incorporated into web and mobile apps.
