The South Capitol Hill-based Data Coalition (previously the Data Transparency Coalition), an open data trade association, announced the launch of sister organization last week. Meet Data Foundation. The newly-created Data Foundation “will illuminate the benefits of transforming government information into standardized, open data” through research. The Foundation’s website touts the organization as “the nation’s first industry-focused open data research organization.” Essentially the idea is this — open data is hot right now. But as policy makers race to implement open data regulations, there is a need to understand what these regulations can do for government, and also what it can’t. This is where the Data Foundation comes in.

The environment secretary, Elizabeth Truss, has said that the Department for Environment, Food and Rural Affairs (Defra) will continue to embrace the technological revolution through increased investment. Speaking about departmental reforms at the Institute for Government, Truss spoke openly about the need for a continuing focus on open data and the benefits of combining its IT functions with other agencies to drive efficiencies. “The technology revolution means that people today expect responsiveness and seamlessness, they want services shaped around their needs not around organisational convenience,” Truss said. “The days of traditional government departments saying “take it or leave it” are over.

The Open Data movement has the potential to modernise society – everything from healthcare to housing – beyond recognition. The UK government has long pioneered Open Data and one only has to look at how transport has been revolutionised by innovation borne from open and actionable data to see this. But the government’s decision to leave the Postal Address File in the hands of the newly privatised Royal Mail has set a worrying tone. Despite apparently being committed to decentralised and democratic data, the government has forfeited valuable information to a private company who could charge for access, or worse, withhold access altogether. If the UK continues to backtrack on its commitment to data, it could lose an extremely valuable lead.
