Data has the power to revolutionise and disrupt the way societies are governed. None more so than open data, which is free to access, free to use and can be shared by anyone. It’s non-personal and can be used to identify and predict large-scale trends and behaviours. This is as opposed to closed data that is restricted to internal use by an organisation. Many organisations are now seeing the benefits of open data. The European Union Open Data Portal, the British government’s efforts under the banner of Opening up Government, and the Global Open Data Index are three examples of initiatives that bring together and make available large amounts of data about industry, health, education, and employment among other fields.

IBM has expanded its Cloud Data Services range with over 25 cloud data services and 150 publicly available datasets now available on the IBM Cloud to aid developers in building, deploying and managing web and mobile applications. The services also allow data scientists to ascertain unseen trends using data and analytics in the cloud. The hybrid cloud services can be implemented across multiple cloud providers. They hinge upon open source technologies, open ecosystems that include company and third-party data, and open architectures that allow data to move among different services. IBM is facilitating self-service competencies that range from data preparation, migration, and integration, to tools for advanced data exploration and modeling.

A unit of Philippine Long Distance Telephone Co. has asked local companies to adopt ‘big data analytics’ strategy to accelerate business growth. Big data analytics refers to the process of capturing, storing, examining and analyzing large volume of data including text, numbers, images and videos. “There is a tremendous amount of data waiting to be mined, refined, and analyzed. With the right infrastructure, tools, and expertise, valuable insight can be gleaned from all this information,” ePLDT group chief operating officer Nerissa Ramos said. Ramos cited a study by Bain & Company showing that companies with big data platforms as two times more likely to have superior financial performance within their industries, and five times more likely to make faster business decisions.

What if everything that happened in the environment was immediately recorded and made available to everyone in real time? This is the idea behind a bold 10-year research programme run by Australia’s government research agency CSIRO to build a complete digital representation of the country. Oznome – named to echo the Human Genome Project – aims to become a “historical, current and future digital representation of everything” in the country by 2025, starting with environmental data. “Like the Human Genome Project, Oznome is a big crazy idea that many people will say isn’t possible,” says David Lemon, a research team leader at CSIRO.

Los Angeles’ new GeoHub is up and running. It is a collection of urban map data. The system makes more than 500 types of map data available to residents, city workers, and private industry. The GeoHub helps Angelenos better understand their communities, and city departments better coordinate construction, road paving, and public safety efforts. “On its own, data gives us important insights into how our city works, and now we are putting open data to work,” said Los Angeles Mayor Eric Garcetti at the system’s recent launch.

The Open Geospatial Consortium (OGC), the initiative sponsors: Ordnance Survey Great Britain, Institut National de l’Information Géographique et Forestière (IGN) France, city of Sant Cugat del Vallès (Barcelona), Spain and virtualcitySYSTEMS GmbH Berlin and in collaboration with buildingSMART International (bSI) announce a Request for Quotation (RFQ) and Call for Participation (CFP) in the OGC Interoperability Program’s Future City Pilot Phase 1 (FCP1) initiative. The purpose of this RFQ/CFP is to solicit proposals in response to a set of requirements for the FCP1 initiative. The FCP1, based in Europe, will demonstrate and enhance the ability of spatial data infrastructures to support quality of life, civic initiatives and urban resilience.

Open data—in other words, data that can be freely used, re-used, and redistributed by anyone—is gradually bringing about social and economic transformation around the globe. NYU’s Governance Lab (GovLab), in collaboration with the Omidyar Network, set out to document that phenomenon, and they’ve posted a first batch of resulting case studies on a new website, Open Data’s Impact. A second batch of case studies and a paper describing key findings across the case studies will be released over the next two months. Taken as a whole, the studies provide a good understanding of the impact open data can have. Open data is improving government by exposing corruption, increasing transparency, and enhancing public services and resource allocation.

The Nova Scotia government has joined the world of open data. On Friday, it officially launched a web portal that allows the public to access 137 different sets of raw data. It’s a wide variety of information that ranges from historical land grants to traffic volumes to angling and government employee absenteeism records. The information can be sorted and graphed. “Open data is about making government data available to anyone to use and reuse for any purpose,” he said. “It’s driven by the belief that government data belongs to the people.” Bill Wilson, CEO of Mindsea, said companies such as his that design apps will be able to use the information to make decisions. “Say traffic volumes on a particular street,” he said. “If they’re going to build a new retail outlet.
