In efforts to make data more accessible and actionable, the Department of Commerce launched its Commerce Data Usability Project (CDUP) to provide tutorials that show how users get more value from government data. For example, users can find tutorials demonstrating how the National Oceanic and Atmospheric Administration’s Severe Weather Data Inventory can assess hail weather patterns, or how to access the  National Institute of Standard and Technology’s security data to uncover vulnerability patterns. The tutorials provide contextual information for the data, graphs and maps that put the data to use, and include links to datasets and code base through resources like GitHub and ZIP files.

Indigenous Peoples face poverty rates that are on average twice as high as for the rest of Latin Americans. This fact is probably not a surprise to most readers of this blog. More intriguing, however, are three additional findings from recent work on the topic. First, until recently, we did not have as robust quantitative evidence of such poverty gaps as that found in the recent World Bank report Indigenous Latin America in the Twenty-First Century. In fact, not all countries in the region have data on poverty by ethnicity and fewer still have the micro-data needed to understand the stumbling blocks that Indigenous Peoples face on the path out of poverty. Second, the gap between the poverty rate of Indigenous Peoples and the rest of the population is not getting smaller.

For the first time Britain’s major mapping agency has created a map truly out of this world, because it’s of Mars. For those of us who still keep a Rand McNally Road Atlas in their cars the idea is similar. Britain’s Ordnance Survey wanted to create the first map to be used by future inhabitants of Mars. The mapping agency used NASA open data to make a 1:4,000,000 scale, 2,281X1690 mile (3672×2721 km) map of the Martian surface. “The private sector and space agencies are currently in competition to land the first person on Mars,” said Ordnance Survey Director of Products David Henderson.

Cabinet Office Minister Matt Hancock has announced an “academic agreement” between the UK and Israel in working on cyber security. Experts from both countries will take part in joint research, and cyber security bodies CERT-UK and CERT-IL will share incident information, malware analysis, methodologies, policies and best practice. There will also be a competition to find ideas and people for research on protecting physical cyber systems. In a speech given on a trade mission to Israel, Hancock said: “British-Israeli collaboration in technology and innovation has facilitated a multitude of business partnerships in areas such as fintech, cleantech, digital health and more. I want to see this partnership strengthened.

The National Food Survey (NFS) was originally set up in 1940 to monitor the adequacy of the diet of urban working class households. It evolved into a continuous sampling enquiry into the domestic food consumption and expenditure of all private households, regardless of class. This open data release covers the years from 1974 to 2000, when the National Food Survey and Family Expenditure Surveys were merged into the Expenditure and Food Survey, and then became known as the Family Food Module of the Living Costs and Food Survey. The data that Defra is releasing now as Open Data are the only remaining data in electronic form. They were stored in Microsoft Access database format as five-year databases except for the last year, 2000.

The People, Power and Democracy project is focusing on state government ethics and transparency in the 2016 legislative session. Correspondent Gwyneth Doland spoke with KUNM’s Chris Boros. HOST: Gwyneth, for the past month we’ve been talking about the different ways state lawmakers are trying to get a grip on money in politics and make sure folks are honest about where the money’s going. Now that we’re nearing the end of the session, I’m wondering, which of these ideas has made it this far? DOLAND: Well, a lot of them are dead. But today [Monday] the Senate Rules Committee passed a House bill that would give the public a much better picture of money in politics. It would add some open data features to the state’s electronic campaign finance system.

A report released today from the Right to Know Coalition of Nova Scotia finds there’s a lot of ground HRM has left to cover in terms of public transparency. “Without robust transparency, it is impossible for the public to monitor how their tax dollars are being spent,” said the Coalition in a statement. “Our research demonstrates that Halifax has a long way to go to fully guarantee a right to information for its citizens.” A large concern remains the municipal tendering process. Currently, HRM only publishes limited data about the winning bid. The coalition draws a comparison to other jurisdiction like Richmond, Virginia, where it’s standard practice to publish details of every bid received—including a bidder-submitted breakdowns of costs.
