Olivier Alais at the Georgetown Journal of International Affairs:  “The concept of “open data” is not new, but its definition is quite recent. Since computers began communicating through networks, engineers have been developing standards to share data. The open data philosophy holds that some data should be freely available for use, reuse, distribute and publish without copyright and patent controls. Several mechanisms can also limit access to data like restricted database access, use of proprietary technologies or encryption. Ultimately, open data buttresses government initiatives to boost innovation, support transparency, empower citizens, encourage accountability, and fight corruption. West Africa is primed for open data.

Open data has become foundational for improving government accountability, fueling entrepreneurship and civic technology, and for building citizen- and customer-focused digital services. We are at the doorstep of the next chapter in open data and many questions remain about whats next. A 2015 open government data study by The Pew Research Center in partnership with The Knight Foundation found that the public’s awareness about open data has improved their perception of government. However, the results of the effectiveness in which it has helped government be more accessible and accountable is varied. The value of open data is not growing as many thought it would. From the public’s standpoint, what have been the real changes created from open data initiatives.

Cloudera, a provider of a data management and analytics platform built on Apache Hadoop, has announced the availability of Open Network Insight (ONI) in partnership with cybersecurity vendors. The Open Network Insight (ONI) v1.0 project is an open source, community-developed network data model that provides visibility into security threats using big data analytics. ONI uses machine learning as a filter to separate suspicious network traffic from benign and to characterize the unique behavior of network traffic. The technology is extensible, enabling any number of vendors to enhance the open data model and develop their own innovative applications on top of it. ONI runs on top of Cloudera’s enterprise data hub (EDH) and other open big data platforms.

Cloudera Inc., a commercial vendor of Apache Hadoop-based software for Big Data analytics, has teamed up with other companies to tackle cybersecurity with the technology. Cloudera today announced the Open Network Insight (ONI) project, described as “an open source, community-developed network data model that delivers visibility into security threats by providing advanced threat detection using Big Data analytics.” Originally published on GitHub by 01org — the Intel Open Source Technology Center — ONI code now has its own brand-new GitHub site. “ONI seeks to tackle the dual challenges of unlocking innovation in cybersecurity while helping each vendor to avoid having to reinvent the same wheel again and again,” said Cloudera’s Sam Heywood in a blog post today.

The city of San Diego is taking a step toward publishing more than 100 sets of data online, ranging from all of the places fire hydrants have been knocked over to how much revenue comes from each parking meter to the number of seals at the La Jolla Children’s Pool. On Monday, the city released a list of 115 data sets it plans to start making public in July. The list, along with information on how the city is using the data and how the list was created, is on a new website, datasd.org. The website also allows the public to vote on what data sets should be published first. That publication will begin July 1 and will continue over the next five years, said Almis Udrys, the city’s director of performance and analytics.
