The message coming out of finance minister Arun Jaitley’s budget this year is that the rural economy is back at the heart of policy-making. One of the highlights of the budget was the announcement of the ‘Health Protection Scheme’, under which poor households will be provided with an annual cover of Rs. 1 lakh to protect them from health-related financial shocks. This marks a significant expansion of the Rashtriya Swasthya Bima Yojana, under which the cover was limited to Rs. 30,000. While the move has generated mostly positive responses, it is a matter of concern that a program whose efficacy is shrouded in mystery is being expanded.

MINSK, 4 March (BelTA) – A website will go online in Belarus in 2016 to give access to public data. The move is stipulated by the strategy on developing information technologies in Belarus in 2016-2020, BelTA learned from Belarusian Information Technologies and Communications Minister Sergei Popkov on 4 March. The statement was made during the roundtable session focusing on the formation of the common digital space in the Eurasian Economic Union. The provision of open data should be developed in accordance with the strategy. Saturday (5 March) is Open Data Day, and Paul MacDonell calls for EU member states to commit to opening data in the public sector, as the potential benefits are huge. Paul MacDonnell is the head of European policy at the Center for Data Innovation, a think tank studying the intersection of data, technology, and public policy. Europe’s public sectors are sitting on a huge untapped resource of data. However, most European countries have yet to demonstrate that they are taking this opportunity seriously. Fortunately, there is a ready-made solution to make sure EU countries use public sector data to push economic growth and innovation. Three years ago, France, Germany, Italy and the United Kingdom helped develop five key principles for countries to follow to promote open data.

It has been a busy week in the world of big data with Gartner holing its Business Intelligence and Analytics Summit in London and Hortonworks team up with HPE for Apache Spark upgrades. To help everyone to stay up to date, CBR has compiled a round-up of some of the major happenings in big data this week. It may have been a busy week in the big data world but a lot of that can be attributed to Hortonworks. Three key announcements came from the Hadoop vendor, firstly around Apache Spark and a partnership with Hewlett Packard Enterprise.

Open Data Day is a gathering of citizens in cities around the world to write applications, liberate data, create visualizations and publish analyses using open public data to show support for and encourage the adoption of open data policies by the world’s local, regional and national governments. The international activities on March 5th are gathered here: http://opendataday.org. In Amsterdam, UvA students organize an Open Data Day on ‘Amsterdam in the Golden Age’ at the Amsterdam Museum, from 12.00-17.00 hrs. More information and participation (in Dutch). There are also meet-ups in Utrecht and Eindhoven planned.

As a part of its participation in the What Works Cities initiative, Mesa, Ariz., has made major progress toward establishing a comprehensive and sustainable open data program over the past several months. Last fall, Mesa adopted an open data policy, and today — just in time for open data day 2016 — the city has taken another step in advancing its open data work with the launch of a new open data portal. The new open data portal helps inform citizens about city initiatives, including recently established strategic priorities, which can be easily viewed on the portal’s homepage. The city’s open data team aimed to ensure the new portal included features that would make it both visually attractive and easy to use, promoting opportunities for residents to interact with the data.

Mozilla has been clarifying some of its plans to convert the Firefox OS project into four IoT based projects. At a casual glance this seems like a naive move that is doomed to failure. Just about everyone wants a slice of the action that is the Internet of Things (IoT), but few are very clear how to make it happen or what is required – even though they are all 100% sure that they know. Mozilla had a really good idea with Firefox OS. but the implementation was poor and progress slow. Without a market success it seems that Mozilla lacked the resources to keep working on it.
