Beza and François and from African Minds invited a company of coffee farmers from the Democratic Republic of Congo to meet with certifiers, agronomists, exporters and roasters to explore how open data could benefit everyone in the coffee production chain. The consensus was that open data on coffee wet mills – where coffee is washed prior to dying – would benefit everyone. This is because washed coffee commands a higher price in global coffee markets. François and Beza think that data sharing is more likely than open data in value chains, but that there may nevertheless be “sweet spots” in value chains where the publication of open data is possible. This is because there is always likely to be data to which no competitive advantage is attached.

Transitland—an open-transit-data service sponsored by Mapzen and supported by an increasing number of contributors—will be there, too. On February 26th, Mayor Ed Murray signed an Executive Order instituting a new open data policy for all City of Seattle departments. Bill Howe, Associate Director of the eScience Institute, noted, “The City’s leadership in instituting this transformative new policy — one that balances the need for open data with the critical sensitivities around privacy, security, and quality — will serve as a model for other cities nationwide. Gabriel Puron-Cid et al in the International Journal on Public Administration in the Digital Age: “Contemporary societies face complex problems that challenge the sustainability of their social and economic systems. Such problems may require joint efforts from the public and private sectors as well as from the society at large in order to find innovative solutions. In addition, the open government movement constitutes a revitalized wave of access to data to promote innovation through transparency, participation and collaboration. This paper argues that currently there is an opportunity to combine emergent information technologies, new analytical methods, and open data in order to develop innovative solutions to some of the pressing problems in modern societies.

More than 130 people showed up Saturday for the first day of the Geo:Code 2.0 workshop at the University of Minnesota. Attendees learned how to use government data to fix issues in the community. The room was full of innovative people, from different backgrounds, with skill sets and ideas. “We are a nation or do-it-ourselves-ers,” Kelly Clausen, an organizer at the Hennepin County Center of Innovation and Excellence, said. “We were founded on the idea that we can make the change that we want to see in the community.” Clausen help to put Geo:Code 2.0 on the map this year.

Tweets and Facebook posts are chock-a-block full of useful information for businesses and municipal governments and Rhys Chouinard wants to help them realize it. He’s figuring out how to organize, analyze and quantify information posted on social media to gauge the public’s reaction. Chouinard pitched his “social media sentiment analyzer” idea at the third annual Open Data Day Hackathon at the Stanley A. Milner Library Saturday. The event allows hackers, developers, statisticians and residents to dig into raw open data and attempt to create meaning and use for it. Chouinard’s plan is to mine tweets and categorize them based on topic and feeling. For example, are Edmontonians talking about ride-sharing in a negative, positive or neutral way? The answers are all online.

The following press release was issued by the Presidency of the Council of the EU on . A transparent European Union requires a joint effort from EU institutions and member states. An important part of this involves implementing the interinstitutional agreement on Better Lawmaking. In this agreement the EU institutions also agreed on a number of key principles concerning transparency, for example the establishment of a common database, a portal that provides easy access to the information and documents of EU institutions, or a register of delegated acts. In June the General Affairs Council (GAC) will examine how to improve transparency in the EU’s decision-making process. The Netherlands is also hosting the first ever TransparencyCamp Europe during its EU Presidency.

Charging for the commercial use of government data has knock-on benefits for the general public, according to Ordnance Survey’s public sector director John Kimmance. Kimmance told the Public Sector ICT Summit this week that the kind of “authoritative, trusted and up to date” mapping data that OS — which is wholly owned by the Department for Business, Innovation and Skills — produced required the kind of investment that meant not all of it could be free. But he said that premium services then drove the delivery of better open data.
