U.S. bank Capital One has launched a developer portal and three new open APIs in a move that signals a significant shift in open banking platforms. Demonstrating their desire for street cred and aiming to appeal to developers directly, the announcement was made at SXSW in Austin, Texas yesterday. The new developer portal – named Capital One DevExchange – provides a single point of reference for the bank’s engagement with developers, listing their (so far) three open APIs. The portal contains all the features that are now considered best practice for developer engagement including self-serve registration and instant API access, sandbox testing environments, documentation, code snippets, and reference applications with sample code.

Silicon Valley IT company Nutanix is moving its Federal sales offices to the backyard of the Federal government technology hub in Tysons Corner, Va. The White House is encouraging Federal software collaboration and improvement with the software draft policy it  released on Thursday. The policy would require software developed by or for the Federal government to be made available for sharing and improvement across Federal agencies. The proposed policy is being released for public comment, which matches the desire expressed by many agencies to increase public-private partnership in IT. The plan also includes an effort to release a portion of Federal custom-code to the public. The announcement said the plan will save taxpayer money by reducing redundancy in the code created for separate agencies. It is also designed to encourage more tech collaboration between Federal agencies and the public.

Sarah Schacht shares insights into the recently completed U.S. States Open Data Census, which “benchmarked states’ efforts while enlisting an open assessment process to encourage improvement.” U.S. Open Data launched the census early in 2015, concluding in February 2016. During the process, states were allowed “to improve their results as the census looked into their open data initiatives.” Schacht interviewed Waldo Jaquith, U.S. Open Data’s executive director, for the article, to get his insight both into the creation of the census as well as the results. Jaquith describes the process as overwhelmingly depressing, due to the lack of transparency and territorialism encountered during the process.

SAN DIEGO (CN) – San Diego is on track to launch the first city-operated open-data website in Southern California, city officials said Thursday.      City employees with the Open Data Program told members of the Council Committee on Economic Development and Intergovernmental Relations they are on track to launch the open data portal this July.      At least 20 datasets are expected to be made available at the launch, Almis Udrys, director of the performance and analytics department, said.      The open-data program was created out of a resolution approved by San Diego City Council in January 2014 in support of an open-data policy at the city. The DataSD website will house easy-to-understand datasets complied by different agencies and departments across the city.

The White House announced this week it’s releasing a bunch of information and sharing government data with lots of different organizations so they can use it to help communities. The Iron Yard is one of the groups chosen to partner on the project. The coding school in downtown Greenville teaches people to code and build software. The students will soon be putting those skills to another good use in the open data initiative, said Eric Dodds, Chief Marketing Officer. “This is really going to take all the data that the government is collecting and give it feet, really practically on a local level,” Dodds explained.

Handling big data can sometimes feel like driving on an unpaved road for researchers with a need for speed and supercomputers. “When you’re in the world of data, there are rocks and bumps in the way, and a lot of things that you have to take care of,” said Niall Gaffney, a former Hubble Space Telescope scientist who now heads the Data Intensive Computing group at the Texas Advanced Computing Center (TACC). Gaffney led the effort to bring online a new kind of supercomputer, called Wrangler. Like the old Western cowboys who tamed wild horses, Wrangler tames beasts of big data, such as computing problems that involve analyzing thousands of files that need to be quickly opened, examined and cross-correlated.
