The Open Compute Project (OCP) held its 2016 U.S summit this week, with member organizations coming forward with new technologies to advance the state of the open data center. From a networking perspective, the single biggest new development is the contribution of the Software for Open Networking in the Cloud (SONiC). SONiC is an effort that comes to OCP, with the support of multiple vendors, though the project today is led by Microsoft. “SONiC is a collection of networking software components required to have a fully functional L3 device that can be agnostic of any particular Linux distribution,” The SONiC Github project pagestates. “Today SONiC runs on Debian.” SONiC was formerly known as Azure Cloud Switch (ACS) and is already in used inside of Microsoft’s production data centers.

Bloomberg Philanthropies has added six new cities to its What Works Cities initiative, the organization’s $42 million program to help mayors and planners of midsize cities make the most of big data. They are Boston, Massachusetts; Charlotte, North Carolina; Little Rock, Arkansas; Milwaukee, Wisconsin; Raleigh, North Carolina; and Victorville, California. What Works Cities now partners with 27 U.S. cities with populations between 100,000 and 1 million, and aims to help the cities boost open gov capabilities and streamline the use of data as it applies to effective policymaking. Bloomberg Philanthropies today also released a study highlighting the data gap in city hall decision-making.

According to a news release issued Thursday, it’s all part of an effort to “embrace open data, create a framework for its usage, and make it readily available to citizens.” The data portals unveiled include several data sets covering such topics as budget information, public safety statistics, and 311 requests.

Data Journalism has long been in the mind of Latvian journalists, but a lack of money and time has kept it from becoming an integral part of a newsroom daily life. It’s time to change it. The Baltic Investigative Journalism Center “Re:Baltica” and Open Data Latvia joined forces to run an Open Data Hackathon on March 5th, with the goal of pushing journalists, civic activists and programmers to “hack” publicly available data together. This is at this occasion that School of Data Latvia launched, with the goal of sustaining the sparks of synergy between “techies” and “journos”. “This is the first major attempt to scale Data Journalism concept across Latvian newsrooms,” tells Nika Aleksejeva, the Head of School of Data Latvia.

Early this year, the city of Los Angeles made public a new data visualization tool called GeoHub. Josh Cohen writes, “GeoHub is a searchable directory of over 500 eclectic L.A. city datasets such as farmers markets, emergency services, construction projects, streams and rivers, volunteer opportunities, crime, performing arts centers, and many more.” Catherine Geanuracos, a civic hacker and member of L.A.’s innovation and performance commison, remarked, “‘When Mayor Garcetti took office, he started moving forward with open data. This is the next step on that from the city.'” Geanuracos went on, “The city of L.A. has been extremely siloed. Anything that prompts collaboration will be really valuable for the city overall, whether it’s planning or evaluation.” L.A.

Most open data portals don’t look like labors of love. They look like abandoned last-minute science fair projects, pie charts sagging because someone didn’t use enough glue stick. The current open data movement is more than a decade old, but some are still asking why they should even bother. “Right now, it is irrational for almost anybody who works in government to open data. It makes no sense,” Waldo Jaquith said. “Most people, it’s not in their job description to open data — they’re just the CIO. So if he fails to open data, worst case, nothing bad happens. But if he does open some data and it has PII [personally identifying information], then his worst case is that he’s hauled before a legislative subcommittee, grilled, humiliated and fired.
