Technology has advanced civic life by leaps and bounds in the past decade. Instead of simply handing down announcements from government officials, tech enables municipal leaders to directly solicit feedback and start conversations with the people they serve. Websites, social media networks and open data portals have revolutionized the way local governments both provide information to their constituents and interact with them. It’s no longer enough to legislate behind closed doors and issue the occasional decree. Using technology to cultivate lively, collaborative communities is the next frontier in civil society development. Sadly, however, this next frontier of citizen engagement remains largely untapped.

A new online portal ‘Big Community’ for Big Data professionals and companies will strengthen the national BDA ecosystem, said MDeC’s Dr Karl Ng. A new online platform called ‘Big Community’ targeting Big Data analytics (BDA) professionals and companies will help strengthen Malaysia’s national BDA ecosystem, said national ICT agency Multimedia Development Corporation (MDeC). During the recent launch of ‘Big Community’ in Kuala Lumpur, Ir Dr Karl Ng, director, Innovation Capital, for Multimedia Development Corporation (MDeC), said the portal is to provide a platform for knowledge-sharing, collaboration, discussion and networking opportunities. Supported by MDeC, Southeast Asia IT publisher Asia Online Publishing Group (AOPG) will manage the portal.

On Monday morning in Sydney, Morrison will formally respond to the fintech industry’s manifesto at Stone & Chalk. He is expected to refer to the Productivity Commission Fintech Australia’s request for banks to be forced to report more comprehensive data about their customers’ borrowing histories to credit bureaus and for banks to open their IT systems so outsiders can access various data to help them develop innovative products. With confidence levels inflated by the government’s innovation vibe, fintech start-ups have recently become more organised. Their new professional association, Fintech Australia – whose president is Reinventure Group co-founder Simon Cant –  was formed last month.

The Productivity Commission will examine whether big banks should be forced to share more data on customer transactions with fintech start-ups and other potential competitors as part of a comprehensive investigation into the availability and use of big data throughout the economy. Treasurer Scott Morrison will announce policy changes to encourage more fintech entrepreneurs to compete against the big banks at fintech hub Stone & Chalk on Monday morning. The moves will include a request for the Productivity Commission to report to the government within a year on the costs and benefits of boosting the availability of data held by the private and public sectors, and how rules can be established for the way data is used to establish trust that data can be shared safely.

Making data meaningful has become an industry in itself and Dublin-based start-up, Derilinx, spotted a niche in the market for a data management platform aimed at public sector bodies both in Ireland and abroad. Derilinx was co-founded by Deirdre Lee and Fergal Marrinan in 2014 and is a spin-out from the Insight Centre for Data Analytics at NUI Galway. The concept for the business originated as part of an Enterprise Ireland-supported commercialisation project at the centre and the company began trading at the end of 2014. It has a team of four people and expects to generate 25 jobs within the next three years. It is already revenue generating and heading towards a turnover of €500,000.

Data has become an inseparable part of our lives. Without data there would be no quality research, good policies and viable businesses. The annual fiasco concerning forest fires highlights the problem that may arise if we are unable to access and use data properly. Better data governance or application of open data principles could help the government in solving the complex development challenges it faces. Generally the concept of open data has been closely linked to the larger effort of creating a better and more open government; one that is more transparent, accountable and responsive to its citizens. Open data can also spur innovation and economic growth.
