The government has commissioned a Productivity Commission inquiry into boosting the use of public and private sector data by individuals and organisations. The inquiry was announced by Treasurer Scott Morrison as part of the government’s action plan contained in a fintech statement released today. “Effective use of data is increasingly integral to the efficient functioning of the economy. Improved availability of data, combined with the tools to exploit it, is creating new economic opportunities,” the statement reads.

There’s been much talk of openness lately, after The Canadian Press was unable to obtain federal briefing notes about the reforms being proposed for access to information laws. This, despite the fact that Ottawa has promised to share information more freely and the mandate letters given to new ministers all included a common commitment: “Government and its information should be open by default.” To date, much of this conversation has focused on Access to Information (ATI) requests. That comes as no surprise, since the system is broken and the legislation that governs it is long overdue for an update. However, that’s only one element of openness. If all we see in the next few years are adjustments to ATI, the government will have failed in becoming open by default.

There is no doubt about it, these are historic times. As Apple fights it out with the White House and the justice lords of America over the issue of encrypted smartphones and privacy in a digital world, there is no getting away from the fact that, in the decades ahead, our entire lives will be shaped by data. What we do with it and what those we entrust it with will do with it. Our lives already are shaped in this way – we volunteer huge amounts of data about ourselves to platforms like Google, Facebook and Twitter. We fill in forms on streets or on doorsteps for charity.

It may be five or ten years behind the curve, but the U.S. government has now declared its love for open source software — or what it calls open source software, at least. On March 10 the White House published a blog post that declared a new campaign designed to increase the use of open source by the federal government. It also drafted a policy document on source code, which is open for comment on GitHub. According to the government, the new drive toward open source reflects an effort to save money, avoid redundant efforts and foster easier collaboration. “We can save taxpayer dollars by avoiding duplicative custom software purchases and promote innovation and collaboration across Federal agencies,” the blog post said.

An open data movement appears to be taking hold within state government programs that manage water data. On Friday, the State Water Resources Control Board hosted a standing-room-only “data fair” at CalEPA headquarters in Sacramento where experts discussed how to move forward with data sharing, both internally and with the public. The kickoff event, moderated by Greg Gearheart, deputy director of Information Management and Analysis for the State Water Board, was a prelude to a Data Innovation Challenge next month that will invite the public to create data visualizations from a dozen water-related data sets soon to be available on the state’s GreenGov open data portal.

Bath:Hacked and CycleBath are working with the team behind the GPS tracking and performance app Strava to understand how cyclists get around the city. The information shows when and where cyclists are moving around the city. It applies only to people who use the Strava app and so does not take into account other cyclists. Strava is an app which allows cyclists and runners to track their progress and get feedback on their abilities. Bath:Hacked is now looking at the data and analysing users’ cycling patterns. Bath:Hacked, a community initiative, is explaining its findings in a series of blog posts. It said: “By collecting together publicly logged data Strava can build a picture of how athletes move around their cities and local areas.
