Susannah Fox, current Chief Technology Officer at HHS and former Pew researcher, knows it’s a little odd that, as CTO, her background is in anthropology, not technology. But she thinks it’s also illustrative of the role technology has to play in healthcare. “We’re living through this time right now where technology is a Trojan Horse for change,” Fox said yesterday at HxR in Boston. “We say technology, but we mean innovation. We say interoperability and open data, but we mean culture change. And this is why the HHS CTO is an anthropologist. I know about culture change. I know how difficult it is for everyone involved.

The city of San Jose, California has approved a new open data policy. The policy was first recommended to the City Council in February of this year. The policy builds on existing efforts by the city government to make more information available to local residents. San Jose is part of the Bloomberg Philanthropies What Works Cities Initiative, which supports the development of open data policies and portals throughout the US. As part of that program, San Jose has been working to codify its data policy and get information online. During the 2014-15 budget year, two new positions were created.

Search engines have become man’s new best friend. We rely on them for various purposes, ranging from social media engagement to work-related research. They are vital to our economy, and can play a major role in daily decisions on where to dine or shop. Our best buddy can tell us where there is work, which qualifications we need to get our dream job, or which province is cheapest to live in (hint: it’s not BC).  They have conditioned us to expect reliable and usable information in a matter of seconds. We are bound to ask though, do search engines primarily exist to answer our questions, or is there another purpose? How many times have you looked online only to find results that did not correspond to what you were looking for? It could be that you used the wrong keywords.

OpenPOWER Foundation, the mostly IBM-driven effort to create an alternative architecture to Intel x86, may took a major step forward today with the announcement of a joint effort by Google and Rackspace to co-develop an open data center server architecture design specification based on IBM’s new POWER9 CPU. Google said the server supports its work with the Facebook-led Open Compute Project (OCP), which Google recently joined. In all, the Foundation announced 59 new servers and components spanning the system stack – including systems, boards, cards and accelerators. Unveiled at the second OpenPOWER Summit in San Jose, the new releases add to the 30 existing OpenPOWER-based solutions.

A conversation with Paul Maltby about data creates an intriguing sense of excitement tempered by patience. He’s an evangelist for government doing a lot more with data to save money and improve services, but also emphasises that there are barriers to overcome, plenty of unknowns and a lot of work to do before realising the promise. “We’re only at the foothills of understanding the improvements we can make, and bringing in the technology, skills and processes to be on that,” he says. “But it’s real progress and data science is one of those expressions.” As director of data in the Government Digital Service (GDS) he is quick to say that a lot of important work is being done by individual departments’ data teams.

While open data can deliver statistics on everything from crime patterns to energy consumption to pothole locations, actually gleaning insights from that data can be a different challenge entirely. Now a partnership led by Cesar Hidalgo, the director of MIT Media Lab’s MacroConnections Group, is trying to make it easier to find and work with such datasets.
