Malaysia wants its businesses to be more productive, and the Government is helping companies data analytics to stay competitive on the global stage. The country is two years into a plan to become a regional big data hub by 2020. GovInsider caught up with Dr Karl Ng, Director of Innovation Capital, Multimedia Development Corporation – and the official leading this plan. The country has been building up citizens’ skills in data science, and the focus this year is on getting businesses to adopt analytics. “Our biggest focus – from the country’s perspective – is how can we get different sectors within Malaysia to adopt data analytics because that will be a shift towards digital transformation,” Ng says.

As The Next Web notes, the tool is a gold mine for data nerds. For years, Silicon Valley has led the nation and the world in tech innovation. Yet, the city of San José — the Capital of Silicon Valley and the nation’s 10th-largest city — has not been at the forefront of civic technology, data analytics and open data. This is due to significant fiscal constraints over the last decade; most notably, the number of city employees now roughly equals levels in the mid-1990s, even though San José’s population has increased by 25 percent. Though the city transformed many of its operations to more efficiently deploy remaining resources and employees, reductions were still required in core public services, such as public safety, neighborhood services and infrastructure maintenance.

Lobby group the Local Government Association said it had whittled down 111 funding bids to 20 winning schemes that would benefit from a share of £560,000 it has earmarked for the creation of IT-based interventions designed to transform service delivery. The winning projects (full list below), some of which are joint schemes between multiple local-authority areas, are designed to support ongoing work on national transformation programmes, including social-care services for adults with complex needs, homelessness, and public health.

Urban sprawl is a big concern for the city of Edmonton, one the city is now hoping to address. It is, though, by no means a new phenomenon, rather, it is a consequence of how the city has been developed since its earliest days. A local group has created a map that, it hopes, will shed light on how the city has grown and expanded outward. The map lets users see city growth in seven different time frames: prior to 1913, between 1914 and 1945, between 1946 and 1969, between 1970 and 1982, between 1983 and 1995, between 1996 and 2002 and between 2003 and 2016. These dates coincide with major construction and population booms in the city.

There was a time—not so long ago—when the City of Portland was at the forefront of making civic data transparent and open. And while Portland has stumbled a bit in terms of leading the charge, we now have a very real opportunity to pick our open selves up, dust our data off, and get back in the running. Portland is in the process of rewriting its Comprehensive Plan, a 20-year plan that sets the framework for the physical development of the city. The theme of the new rewrite focuses on issues of affordable housing, homelessness, and neighborhood vitality. There’s also a tiny clause, nestled in a section about community involvement, that sets broad, but powerful terms for an open data policy that would be one of the most innovative in the nation. In building out San Diego’s security program, Gary Hayslip, the city’s chief information security officer, wanted to analyze and monitor the city’s machine-generated data to protect its systems.The eighth largest city in the United States, San Diego has more than network 40,000 endpoints and sees an average of more than 4 million attacks per week. The city engaged Splunk to help protect against those attacks with its User Behavior Analytics and Enterprise Security systems. Splunk’s systems use data science and machine learning to detect, analyze, investigate and respond to threats quickly.

San Jose, CA — OpenPOWER Summit — The OpenPOWER Foundation, a consortium of more than 200 leading technology companies, organizations and individuals innovating around the POWER processor, announced more than 50 new open innovations to help companies better solve grand challenges around big data. Many of the new community innovations adhere to the Open Compute Project reference architecture. Among these, Google, a founding member of the OpenPOWER Foundation, announced that it is developing a next-generation OpenPOWER and Open Compute Project form factor. Google is working with Rackspace to co-develop a server architecture specification based on POWER9, and the two companies intend to submit a candidate specification to Open Compute Project.

In New York City, the number of robberies spikes when kids get out of school. Digging into the city’s open data, Ben Wellington, who writes the I Quant NY blog, wanted to find the times of day when most felonies took place. When he noticed a spike at 3 p.m., he wondered if it was related to the end of the school day. To figure that out, Wellington first looked at crime statistics during the school year only, which showed 8 a.m. and 3 p.m. spikes in robberies on school days that don’t appear on weekends or vacation days. Then he looked at the robberies during the months of February and April, two months that both have week-long vacations to remove any seasonal issues related to the fact that vacations are more frequent towards the end of the school year.
