Last Thursday the Data Coalition was honored to meet with the Arkansas Open Data and Transparency Task Force.  The Task Force is a one-of-a-kind body, established by law, that includes state legislators, representatives of the Governor and Attorney General, and the leadership of most of the state’s largest agencies. Its job: by the end of this year, recommend an open data law to the Arkansas legislature. The Task Force invited the Data Coalition to present a “menu” of open data options.

— Mayor Tony Yarber’s favorite part of the new data portal opened to the public this morning is the live tracking of infrastructure construction projects, including pothole repair. “You can look by project type, you can look and see by what ward you are in, and you can even look and see what stage each particular project is in,” Yarber said. “You are able to see what all the 1-percent stuff is doing, and this is the beginning,” Yarber said, referring to the use of the 1-percent sales tax targeted to infrastructure. The information available at the moment was only “year one” data from the project that would be updated to include “year two” soon,” Yarber said.

“Privacy by design” and “security by design” have become common terms to describe the process of building privacy and security into technology at the start, rather than bolting it on after the fact. It may seem perplexing to consider security an afterthought, especially to those of us whose careers are dedicated to information security, but — based on human nature’s desire for functionality first — developers have a tendency to wait until a technology has reached maturity before integrating security capabilities. This mentality is changing now that data breaches are making headlines on a regular basis, however. We are finally starting to build security into networks, applications and even chips from the get-go.

Jackson Mayor Tony Yarber on Monday introduced a new website that he said will make government information more accessible to the public. The city has launched data.jacksonms.gov, an open data portal which will provide information about the city’s budget, infrastructure master plan, community improvement projects, public safety, economic growth and the mayor’s goals. “We’re placing key information about our city here so the public can easily find what they’re seeking,” Yarber said. “The portal is a tangible milestone that showcases the work the city has been doing to ensure it becomes more transparent and accountable to its citizens.” The city collaborated with What Works Cities initiative on the project.

The portal was created to make government information accessible to the public. The portal is a result of Jackson collaboration with the What Works Cities Initiative that was started by Bloomberg Philanthropies. The portal will track development projects, crime statistics, and road repairs. Jackson officials said they have worked with the Sunlight Foundation to implement open data practices and the Center for Government Excellence at Johns Hopkins University to launch a citywide, performance management program using data and evidence to track progress on key priorities and improve day-to-day operations.

Federal agencies are sitting on tons of data, particularly in areas like healthcare, employment, weather and education. A new initiative called Data USA seeks to unleash this trove via a free and open platform that collects, analyzes and visualizes government data to help policy makers and executives better understand critical issues.
