Government spending transparency has improved but some states are still lagging behind, according to a report from the US Public Interest Research Group. A new report looks at transparency efforts throughout all fifty states and assigns a grade. The leading states with the most comprehensive transparency websites are Ohio, Michigan, Indiana, Oregon, and Connecticut. The states with the lowest grade – an “F” – were Idaho, Alaska, and California. The inclusion of California may surprise some given how many different open data portals seem to spring up throughout California each month. According to the report, California not only received the lowest score, but it has failed entirely in its effort to be a “one-stop shop” for data.

A bill unveiled April 14 would codify and extend President Barack Obama’s push for open government data. The Open, Public, Electronic and Necessary (OPEN) Government Data Act would push agencies to abandon proprietary data formats and justify a failure to publish data publicly rather than the other way around. “This is the public’s data,” Rep. Blake Farenthold (R-Texas) said at an event sponsored by the Data Coalition and the Information Technology and Innovation Foundation’s Center for Data Innovation. “It’s been bought and paid for with our tax dollars, and we need to find an efficient way to get it out.” The House bill’s sponsors include Farenthold and Rep. Derek Kilmer (D-Wash.). A Senate companion bill is slated to be sponsored by Sens. Ben Sasse (R-Neb.

A bill to make it easier to share government data among agencies and one that sets a new default standard for open data will usher in a “new era for government,” its writer said. Rep. Derek Kilmer (D-Wash.) said he is almost ready to drop the “OPEN Government Data Act,” which according to the 33-page draft bill obtained by Federal News Radio, will maximize  “the usefulness of federal government data … [by] … making it readily available, discoverable, and usable — in a word: open.” “The bill is going to build on President [Barack] Obama’s open data policy for the federal government. Data.gov would host an enterprise data inventory that government offices and the public would have access to.

Transport for NSW is hoping to use travel activity tracked by its Opal ticketing system to warn commuters of disruptions to regular services they are known to catch. Executive director of digital products and services Chris Bennetts told a Salesforce conference in Melbourne that the agency saw personalisation as a key way to drive up commuter satisfaction. Citing internal research, Bennetts said “if customers have control over the information that’s being provided to them they actually feel more satisfied about the journey that they take”. “So if their train or bus is delayed by five minutes, and if they know it’s five minutes late they’re actually less dissatisfied with that entire experience,” he said.

The Senator asked for information about Infuse after the Minneapolis Star Tribune published a special investigation into the previously reported issues with clinical studies that lead to the FDA’s approval in 2002. The FDA granted approval after reviewing clinical trial studies, but not all the data on adverse events was sent to the agency at that time. The Senator also asked Medtronic to clarify the information given to the FDA and inquired about training staff to report adverse events. Medtronic plans to discuss these issues with Sen. Franken and claimed allegations in the Star Tribune report were false. Sen. Franken also sent a letter to the FDA for information about the issue; the FDA plans to respond to Sen. Franken directly, according to the report.

A new bill introduced Thursday would give a legislative basis to a number of open data initiatives already underway in the federal government under executive order. The Open, Public, Electronic and Necessary (OPEN) Government Data Act, introduced by Reps. Derek Kilmer, D-Wash., and Blake Farenthold, R-Texas, would build upon a number open data policies from the Obama administration that push federal agencies to make as much data as possible free for the public to use. A Senate version of the bill will also soon be introduced by Sens. Brian Schatz, D-HI, and Ben Sasse, R-Neb. Although initiatives are already underway, executive orders can easily by repealed by future administrations.

Transport for London (TfL) has announced plans for a group of new open data feeds, providing a source for developers to work on additional travel information apps for the city. It has also reported that more than 2,000 developers have signed up to use its open data feeds over the past six months, bringing the total to 8,2000, and that nearly 500 smartphone apps have been developed from the sources. The capital’s transport authority has been one of the leaders of the open data movement in the UK, making the data available through its developers website and running events such as ‘hack days’ for developers. A core element of its information strategy is to make the application program interfaces available for the development of new sources of travel information in the capital.
