“America’s data agency” is making big moves to live up to its name. “The Department of Commerce must make data part of every bureau’s institutional muscle memory,” Deputy Secretary Bruce Andrews said during the Commerce Data Advisory Council’s annual meeting in New York May 6. The department launched the Commerce Data Academy pilot project in February. The program offers four courses in agile development, Excel, HTML and CSS and storytelling with data. Andrews has been thrilled with the reception; roughly 3,500 Commerce employees have signed up for training so far. The department wants all 47,000 of its employees to take the training courses within the next two years, depending on the availability of funding.

We’ve added new and refreshed data collections to the open data portal. With this expansion, Nova Scotians are getting access to more provincial government data, including 3D, high-resolution maps, for the first time. The portal now contains data collections for public libraries, municipal finances, vital statistics, public schools, municipal solid waste, forestry and community health. These data collections work together to help us discover new opportunities. For instance, anglers will be able to find where they can buy a fishing licence, fish stocking and distribution records, a list of upcoming derbies and tournaments, and sportfish record holders in one place. New and refreshed data collections will be added regularly.

Although the government collects a huge amount of data on its programs and on Canadian citizens, the auditor general says his office has found many examples of poor recordkeeping that affect how the government makes decisions. At a press conference announcing his latest audits Tuesday, Auditor General Michael Ferguson began his prepared remarks by commenting on data. “One of the themes that ties a number of our audits together is that the data collected by many government organizations is either not usable, not used or not acted upon,” Ferguson said. That’s potentially bad news for a government that campaigned on data-based decision-making: the data it uses could be flawed, and many departments aren’t using it much anyway.

Biking in New York City has been rising at a steady clip, according to a new report from NYC DOT, increasing about 50 percent between 2010 and 2014 — maybe more, depending on the metric you look at. What’s not so clear is how things changed in 2015, because the report lacks key information about bike traffic on the Hudson River Greenway. The new report, “Cycling in the City” [PDF], combines data from three main sources: the U.S. Census, a city Department of Health survey, and DOT’s bike counts on Midtown avenues and the East River bridges (it also includes some Citi Bike numbers). Overall, the surveys and bike counts show an unambiguous upward trend in cycling, affirming the impact of recent investments in bike infrastructure.
