Organisational changes always produce practical challenges, not least in streamlining legacy IT. These changes often involve the development of new bespoke systems, but the experience of Natural Resources Wales (NRW) shows that off-the-shelf software can produce a common platform that is equally effective and less expensive. In this case, NRW has brought together the processes for licensing and permitting previously run by three organisations into a unified system and begun to integrate these processes with other commodity elements to meet the demands of the business as well as any bespoke system. NRW was created in 2013, bringing three different environmental organisations together.

Following an executive order in April, Pennsylvania Gov. Tom Wolf announced on Aug. 22 the launch of the state’s first statewide open data portal, called OpenDataPA. The data portal includes the release of 12 new data sets, centered around the governor’s platform of education, economy and improved government operations. “One of our most valuable and underutilized resources in state government is data,” Wolf said. “Our goal is to make data available in order to engage citizens, create economic opportunities for businesses and entrepreneurs, and develop innovative policy solutions that improve program delivery and streamline operations.

Hurricane season is upon us, and for New Yorkers who remember Hurricane Sandy, this season’s La Nina weather system and warmer sea-surface temperatures are not contributing to a welcome forecast. Hurricane warnings have historically been relayed to the general public through television or radio broadcasts, but advancements in weather tracking, combined with the availability of smartphones, is starting to change that, and open-sourced data is leading this evolution. One newly available service is Accuweather, an app and website which aggregates open-source data from the National Weather Service’s National Digital Forecast Database (NDFD).  Accuweather provides minute-by-minute precipitation forecasts, and in the case of an extreme disaster, the app can function as a warning system.

LOS ANGELES — Cutting wasteful tech spending, hammering down walls to transparency and connecting citizens to critical services were the three pillars of Lt. Gov. Gavin Newsom’s message to attendees of Accela Engage, a gov tech conference held by cloud company Accela, on Aug. 22. At the conference, the former San Francisco mayor and 2018 California gubernatorial candidate called attention to the state’s pressing challenges and the need for systematic — and in some cases exponential — reforms. In the public and informal conversation at Accela Engage, Newsom was interviewed by Accela CEO Maury Blackman, who asked about open data, state led innovation efforts, and what measures are required to incentivize and improve the state’s procurement in the long term, to name a few.

If banks were required to open their customer data to competitors, economic growth would be bolstered through financial services competition and customer service would be improved by allowing fintech companies to create better-priced financial products, argues Fintech Australia, an industry group representing financial technology start-ups.   The Productivity Commission’s review into ‘Data availability and use’ is looking at whether a system of “open APIs” [application programming interfaces] could be created along the lines of a new regime in Britain to allow competitors to plug directly into data sets held by banks, such as transaction account activity. Fintech Australia has asked the commission to recommend an “open banking API” regime be mandated within two years.

A vibrant city with high living standards and the next big effort is towards becoming not only a smart city but also a carbon-neutral city where every citizen has a role. It is no concept paper of smart city project which the Central Government is trying to implement but a ‘live’ programme soon to be ushered in Copenhagen. Denmark’s capital is going to implement what is still in planning stage here with the entire software module developed by Hitachi Consulting, an IT company based in Hyderabad. Douglas County hopes to pioneer the trend with new open data products and services on its website, providing one place for citizens to find information and programs from all of the county’s departments. The site, data.douglas.co.us, connects users to budget data, electoral services, property information, recreational programs and traffic alerts, all from one centralized page. “We wanted to make the information for Douglas County residents more accessible and more relevant,” Douglas County Treasurer Diane Holbert said.

Helsinki University Library is the largest multidisciplinary university library in Finland. The Library is the employer of 170 librarians and other library professionals and its operational expenses are about 21 million euros. Helsinki University Library is an independent institute of the University of Helsinki. The Library operates on all of the four university campuses as well as online. ATTX 2016 is a new research and development project run by the Helsinki University Library as part of the national Open Science and Research initiative. The goal of the project is to put research related data to good use.
