Unstructured data governs precision medicine. Precision medicine, defined as seeking “to improve stratification and timing of healthcare by utilizing biological information and biomarkers on the level of molecular disease pathways, genetics, proteomics as well as metabolomics,” is the future of medicine. As a result, understanding unstructured data and its architectures is therefore critical to the future of healthcare. Since the mid-1990s, there has been popular, but yet unverified, meme that “laboratory medicine (pathology) influences 70 percent of all clinical decision-making.” If one combines all unstructured data (pathology, radiology and genomics), this meme may hold true.

The Census Bureau’s job is not only to collect data on the nation’s residents and economy, but also to share that information with the public so it can be used to help guide policymakers, inform research and support businesses. It sounds straightforward, but finding ways to provide the information in useful formats has been challenging. CitySDK was conceived as a productivity tool for developers to use Census’ three main application programming interfaces, which access statistics, geocoding and geographic shapefiles for mapping. It speeds development time by 75 percent, taking what developers used to spend 10 to 12 hours on and enabling them to knock it out in three or four.

Students naturally engage more fully with materials that provide real-world connections. Rather than making up math problems for worksheets, teachers can ask students to solve problems using real scenarios that require those same skills and equations. That’s the theory behind an algebra-based physics course developed by former New Jersey physics teacher Bob Goodman, who now directs the New Jersey Center for Teaching and Learning, where he trains teachers to give this physics course even if they don’t have a background in the subject matter. The Census bureau’s free resources also fit into a national GoOpen campaign, which encourages schools to share high-quality, free resources that are not restricted by copyright or other use agreements.

The White House launched the Partnership for Resilience and Preparedness (PREP) and Joint Declaration on Harnessing the Data Revolution for Climate Resilience to use open data to combat climate change. PREP is made up of Federal agencies and industry members who will identify where information is needed, increase data access and usability, and create an open-source platform for climate resilience. PREP seeks to engage communities in ongoing conversations about climate data and reduce the barriers that inhibit access to data. PREP released a beta platform to begin work on the open-source infrastructure of the data sharing system. The program allows communities to select and visualize initial Federal data sets and other relevant data.

SAN FRANCISCO, Sept. 22, 2016 – Following last year’s launch of an unprecedented criminal justice open data initiative, OpenJustice, and the passage of Assembly Bill 71, Attorney General Kamala D. Harris today launched a web-based tool that allows California law enforcement agencies to digitally report law enforcement or civilian uses of force. As part of the Attorney General’s commitment to promoting government adoption of technology, this tool was built as an open-source project and the software code will be made available free of charge to other law enforcement agencies around the country. A public demo of the tool is available at ursusdemo.doj.ca.gov. Previously, law enforcement officers in California reported on any death in custody on paper forms.

This Week in Civic Tech presents a line-up of notable events in the space that connects citizens to government services. Topics cover latest startups, hackathons, open data initiatives and other influencers. On Thursday, Sept. 22, the California Department of Justice released a new police use-of-force data collection system that will gather law enforcement information from across the state and funnel it into a centralized repository. The Web-based tool has been christened URSUS — which is named after the Grizzly Bear on the California state flag, not an acronym for the program. URSUS was developed under direction of state Attorney General Kamala Harris in partnership with the civic tech nonprofit Bayes Impact, an organization specializing in data science.

This month sees the launch of two new Chapters at the Open Knowledge Network, a chapter for Japan and a chapter for Sweden. Chapters are the Open Knowledge Network’s most developed form, which have legal independence from the organisation and are affiliated by a Memorandum of Understanding. For a full list of our current chapters, see here and to learn more about their structure visit the network guidelines. Open Knowledge Japan is one of our oldest groups. Started in 2012, the group has done a lot of work promoting open data use in government. The group is also leading the open data day effort in Japan, with more than 60 local events around the country. This is our first chapter in East Asia.

Startup-land is populated with vaguely named denizens like “data ninjas”, “digital sherpas” and “chief evangelists.” However, the fast-growing smart cities space is adding new C-suite roles to the executive roster that actually have meaning. Network World discussed some of the new smart city specialists that are appearing as advisors for governments that are leading the smart cities charge. A significant new addition to city executive councils around the globe is the Chief Data Officer, who can be found in such cities as Chicago, Boston, Los Angeles and San Diego. The proliferation of this new role is thanks to the greater presence of Internet of Things (IoT) technology where torrents of new data need to be harnessed.
