The problem, as I see it, is that this council has talked about open and transparent governance, but is not acting on it I recently filed a freedom-of-information request to the city, seeking emails, notes, reports and all written correspondence pertaining to fire services between former interim CAO Bob Johnston, Mayor Brian Bigger, Melissa Zanette, the mayor’s chief of staff, and fire chief Trevor Bain. The city complied, of course, but what they sent me was rather useless, so redacted were so many of the pages. In fact, there is a page that has been completely blacked out. Why give me this? Why waste my money? The problem, as I see it, is that this council has talked at length about open and transparent governance, but is not acting on it.

DOT has released before-and-after maps for each borough showing how signed speed limits have changed since Mayor de Blasio lowered the city’s default limit to 25 miles per hour in 2014. With the maps, New Yorkers can see which major surface streets are now signed for 25 mph and which have retained higher speed limits. After the 25 mph default speed limit took effect, DOT left 30 mph signs on some wider streets as it evaluated whether to reduce those speed limits. This caused some uncertainty on streets like Riverside Drive, where new 30 mph signs went up, then were replaced, a year later, with 25 mph signs. Now DOT has wrapped up that process and re-signed 800 miles of streets for 25 mph speed limits.

The Liberal government has taken the shine off its transparency promises by doing what the Access to Information Act is famous for: delay. On March 31, Treasury Board Minister Scott Brison sidestepped Parliament, announcing at a conference billing itself the Canadian Open Dialogue Forum that Canadians must wait until 2018 for the Liberals to produce their version of comprehensive open government legislation. This, despite the fact that the House of Commons Access to Information Committee last month commenced hearings on reforming the antiquated 1982 access act. What Brison wants to do, however, is have further, drawn-out “consultations.” He did promise that after 2018, the government would review further changes every five years beginning in 2023.

Michelle K. Lee, under secretary of commerce for intellectual property and director of the United States Patent and Trademark Office (USPTO), announced new initiatives that should provide easier access to troves of useful patent data, during a day-long visit to MIT on Thursday. “This will allow all the players in the innovation ecosystem to have better information to make smarter decisions,” Lee said. The measures Lee described include the USPTO’s first-ever release of application program interfaces (APIs), tools that can be used to build applications that mine the office’s data for useful information about existing patents. “Anyone with even the most basic programming experience will be able to explore our data according to their own interests, curiosity, and business needs,” Lee said.

With names such as Streetwyze, Community Commons, Opportunity Score and DiversitydataKids, the apps not only use the vast sea of data available from city, state and federal governments, but some include local people’s knowledge of neighborhoods. As cities strive to be more resilient amid the stresses of growing populations, climate change, pollution and affordability challenges, these apps are great tools for helping people find economic opportunities of jobs, good schools, public parks and housing.

New Orleanians can try their hand at being “mayor for a day” with a new interactive website released by the Committee for a Better New Orleans Wednesday. The Big Easy Budget Game uses open data from the city to allow players to create their own version of an operating budget. Players are given a digital $602 million, and have to balance the budget — keeping in mind the government’s responsibilities, previous year’s spending and their personal priorities. Each department in the game has a minimum funding level (players can’t just quit funding public schools if they feel like it), and restricted funding, such as state or federal dollars, is off limits.
