Fred Upton, the leader of the massive biomedical innovation bill, says a deal is close. So close, in fact, it may be announced next week. Even more tantalizing — for health IT industry folks who really want movement on FDA oversight changes — is that the bill might move really quickly through the House and get approved by the chamber before the month is up. The question, of course, has centered on funding, notably for the cancer moonshot and the National Institutes of Health, which congressional Democrats have been agitating for.

The extent to which data is shared between scientists is limited. To address major global issues, like word hunger, a group of scientists are calling for an ‘open data’ approach. The concern is that by 2050 the global population will reach 9 billion people. Today 800 million people struggle to acquire enough food and suffer with hunger; by 2050 that figure will increase significantly. Although small-scale strategies are being worked on to address this, higher level planning and joined-up thinking is impossible without a global, comprehensive picture. And such a picture can only come from the sharing of mass data.

There is an almost visionary sub-culture within governments around the world whose adherents believe it will become as indispensable, ubiquitous and invisible as electricity. That sub-culture has the opaque name ‘open data’ and, though almost everyone has heard the term, few people outside the movement really grasp what it actually means. Yet it is true that almost nothing – perhaps nothing at all – has the potential to so fundamentally change the work of every civil servant. Although it comes with concerns about privacy, it promises to expose corruption, create jobs and allow civil servants to measure everything happening in the real world as it happens and so let them solve citizens’ problems as or even before they arise. At heart, it is a belief that information creates change.

Ukraine has long been known as an outsourcing center because of its abundance of skilled programmers. Now, some IT analysts believe the country is ready to take the next step – establishing itself as a tech start-up hub.   The idea du jour at the recent Black Sea IT Summit – a two-day conclave of tech experts and entrepreneurs, held in Odessa – was that Ukraine had great potential to become an incubator for entrepreneurs, especially those in the IT sector.   Mark Turrell – a featured speaker at the early September summit and CEO of Orcasci, a web strategy consultancy – said Ukraine possessed all the elements for a fertile IT ecosystem. “It’s an attractive market, a mature outsourcing country, yet [it has] a new understanding of product development possibilities,” Turrell said.

NCSA and University of Illinois Researchers to Present at GODAN Summit in NYC Sept. 15 — The first ever Godan summit taking place in New York this week has one major goal—to craft open data-driven solutions in the face of rising world hunger. HYDERABAD: Telangana will now become the only state in the country with a dedicated policy framework on cyber security. The state information technology department through a dedicated policy for the sector will set up institutions and legal framework to counter cyber crimes. India had formulated its national cyber security framework as late as 2013. By forming its own cyber secutiry policy Telangana becomes the first state with a dedicated policy on cyber security. The state hopes to set up a cyber security emergency response team in the process and ramp up its awareness and safe cyber practice programmes among citizens. The policy was unveiled on Thursday as part of the state’s sectoral policy for information technology.

Along with the lack of potable water, it kills, especially the young and the elderly. 800 million are starving at the moment, and many of us just about manage to do without breakfast. 11% of humans have crop failure, empty shops or simply can’t afford to eat. As climate change affects more and more farmers, they need more than just advice to succeed in changing their schedules. Much of our food is wasted, either from spoilage or just throwing it away, mostly in the industrialised nations. 1.3 billion tonnes in total waste away, which is a third of the total actually consumed.
