Sir Tim Berners-Lee has declared that individual data ownership will be core to the future of the web, as corporations only waste data on “queasy” targeted advertising. Speaking at the 2014 IP Expo, Berners-Lee, founder of the World Wide Web, said that data is more valuable to people than it is to companies. “The data that [businesses] have about you isn’t as valuable to them as it is to you,” he said. “What are these people going to do with that data? They’re going to target you with an ad which makes you feel a bit queasy. Targeted adverts are not the future.” Instead Berners-Lee believes that data is more useful under the ownership of individuals, who can use it to gain insights about their lives and activity.

“It’s great that they really want to get this right,” said GovTrack founder and local open data champion Joshua Tauberer in an email. A few weeks back, he was wondering in a blog post, “Do I need a lawyer to hack in DC?” Several aspects of the terms and conditions for using the government’s open data, he noted, put users at risk of a lawsuit. Among other restrictions, it prohibited use of the data in a way that could “give rise to civil liability.” “This isn’t open,” concluded Tauberer in his post. “These terms are a threat that there will be a lawsuit, or even criminal prosecution, if civic hackers build apps that the District doesn’t approve of.

We need to stop sweating the small stuff when it comes to our online lives, as it’s holding back an open data revolution, according to Sir Tim Berners-Lee. The founder of the web told attendees of IPExpo in London that open data remains key to unlocking many benefits, but users are scared to allow it because they’re worried about privacy. Berners-Lee said much of the conversation around so-called “big data” is that it’s a threat to users. “What are they going to do with that data?” he asked, of social networks and other online services. “They’re going to figure out how to target you with an ad that makes you feel queasy because it’s so much what you want to buy and you didn’t expect it to pop out at you.

Technology company NEC Australia has won the contract to manage, maintain and support the data networks of all State Government Agencies in South Australia. Acting Minister for the Public Sector, Martin Hamilton-Smith said the Network Management Services contract was valued at $69.8 million for the initial three-year term. “The State Government uses digital technologies, mobile and open data to deliver government services to individuals and businesses,” Mr Hamilton-Smith said. “NEC Australia’s extensive experience in providing managed IT and network services will ensure the Government has the best resources, expertise and tools to meet its objectives,” he said.

IP Australia, the government agency that processes trademark and patent applications, has released a range of datasets related to intellectual property rights. The organisation has posted the datasets on the federal government’s open data repository, data.gov.au. The release includes more than 100 years’ worth of records covering trademarks, patents, designs, and plant breeders’ rights data. “The data is highly detailed, including information on each aspect of the application process from application through to granting of IP rights,” an IP Australia guide (PDF) to the data said. “The IP data has been further augmented by a unique set of identifiers which allow IP rights to be linked to individual firms and firm-level business information.

Data can be a fundamental tool in disaster preparedness, but the insights aren’t always heeded. This was the observation of three emergency management experts from academia, government and the private sector in an exchange last week on natural disaster data.    The trio, who spoke about data use for city resilience at the Atlantic CityLab Summit in Los Angeles, Sept. 29, said that an analysis of data shows an overwhelming need for infrastructure improvements, but states and cities typically take short-term savings over long-term protections against catastrophe. Lucy Jones, a seismologist at the U.S. Geological Survey (USGS), is collaborating with Los Angeles to draft a seismic-resilience plan.
