The District of Columbia’s Open Government Advisory Group may be only a month old but the 15-member group has already established bylaws and a working outline of short- and midterm projects for boosting transparency and accountability. The first order of business will be evaluating and providing recommendations on improving the content and format of open-government plans submitted by dozens of the District’s agencies. The group will also prioritize which boards and commissions should stream their open meetings through a webcast, though the financial impact and captioning requirements have not been determined. “I’m putting it out here for discussion in terms of how this committee goes about doing its work,” Brian Flowers, general counsel to the mayor and chairman of the D.C.

Computer Weekly has announced the fifth annual UKtech50, our definitive list of the movers and shakers in UK IT – the CIOs, industry executives, public servants and business leaders driving the role of technology in the UK economy. Our aim was to identify the 50 most influential leaders in UK IT. An expert judging panel representing every aspect of the IT profession helped decide the results, along with a reader vote, to determine who holds the most influence over the future of the UK IT sector in the next 12 months – and hence the future of IT professionals across the country. Here is the list of the 50 most influential people in UK IT for the next 12 months. Jane Moran took over as CIO of consumer goods giant Unilever in June 2014, after four years as global CIO at Thomson Reuters.

Although the number of open, public data sets available is growing, IT managers find it difficult to combine or compare data in ways that would illuminate some of the chronic problems now facing local governments. But now cities have a one-stop shop for aggregating information in multiple data sets and applying time and location parameters that can deliver actionable analytics. That’s the objective of Planario, a tool launched in alpha form in September that aims to become the platform and framework for building smart city applications. Plenario lets users to study regions over specified time periods using all relevant data, regardless of original source, and represent the data as a single time series.

Temperature-wise, it feels like cycling season may be coming to a close in Boston. I mean that in the most unofficial sense, of course. Because you’re free to bike whenever you want and, in Cambridge, Hubway will keep it’s bike-share stations open all throughout the frigid months. The nerds over at the MIT Media Lab are equally fascinated with Greater Boston’s biking habits, particularly those associated with Hubway, and have mapped the most popular Hubway routes cyclists take. As you cans see in the interactive map, cyclists frequent certain routes at various times of the day than others. For example, early morning hours indicate that Hubway riders cruise down Atlantic Ave. and over to the Innovation District.

Last night, Rachel Haot returned to the New York Tech Meetup stage for the first time since becoming Gov. Andrew Cuomo’s chief digital officer and deputy secretary of technology. Before the evening’s scheduled monthly demos of technology and ideas began (see slideshow above), Haot talked up ways Cuomo’s administration wants to collaborate more with the innovation community. Making plans to connect more of the populace to data and the Web is a common theme among politicos of late. The usual talking point is that folks with limited or no means to use such resources are at a disadvantage, and may fall further behind. “There’s still a million New Yorkers who do not have access to high-speed broadband, and that’s unacceptable,” Haot said.

Prestigious Premier’s Awards for Open Data have been awarded to the Wiki Queensland big-data fusion system created by a six-person team from the University of Queensland (UQ). The new web application, which has the potential to help residents get a real-time snapshot of damage and disruption during cyclones, floods or bushfires, won the Best Use of Open Data award and Microsoft StartUp Q Award. Premier, Campbell Newman congratulated the UQ team and praised the entries for the “innovation and maturity” they showed in using data being released by government. He also announced the launch of a consultation process to receive feedback on proposed State laws for open data.

Laci Videmsky, serial civic hacker in the open data community, joins Weather Analytics as its Product Architect. Laci Videmsky, known for his unique ability to take scientific information, particularly water rights, agronomy, and government data and make it accessible through data visualization and GUI design has joined the Weather Analytics team as a Product Architect. He will focus on designing customer-centric solutions that leverage Weather Analytics’ robust weather and climate database. His role will be to navigate and translate customer needs to the product team, and help implement project vision across the Weather Analytics technology stacks – including data fusion with customers fraught with their own Big Data questions.
