The Government of Canada, not one to be left out, has created its own hackathon.Last week, the federal government announced the 2015 iteration of its Canadian Open Data Experience (CODE) Hackathon. MANILA, Philippines—The House of Representatives public information committee expressed hopes that Congress would adopt the lower chamber’s version of the freedom of information bill, which hurdled the committee level last month. Camarines Sur Representative Leni Robredo, one of the FOI authors, said the House version of the bill that seeks transparency and accountability in government has more teeth than the Senate version. Robredo, the widow of the late Interior Secretary Jesse Robredo, said the House version unlike the Senate has an open data provision, which requires government agencies to upload on the Open Data Philippines website their documents pertaining to the implementation of their projects and programs.

October 3th 2014, the Flemish government in Belgium organized the third edition of the “Open Data Day in Flanders”. The focus of the two previous editions was mainly on the supply side. This year the organizers decided to put the spotlight on the users of the data and information supplied by the Flemish government, developers , individuals, entrepreneurs and others who build apps and web applications with this data, which in turn create economic and social value. Almost 250 CEOs, CIOs, project managers, developers and other stakeholders got together in Brussels for this yearly event. 24 national and international speakers saw this as an opportunity to present their projects and applications to an appreciative audience.

Chicago health officials had a serious problem. The city had long been trying to attack breast cancer among minorities with a program offering uninsured women free mammograms at Roseland Hospital in the predominantly black South Side. But black women – who are far more likely than white women to die of breast cancer – weren’t getting screened. Because traditional public health outreach didn’t seem to be working, the city’s Department of Public Health decided to do something new: It turned to a Chicago-based data mining company, Civis Analytics, for help. Data mining, often employed by political teams and mass marketers, uses statistical analysis to find patterns within large data sets to project trends about individual behavior and demographics.

Bringing more data into the public domain may be a critical step toward increasing transparency in the famously opaque healthcare sector, but raw data alone will only go so far, experts warn. At a conference on Monday at the Brookings Institution in Washington, industry and government officials cautioned that simply releasing data in bulk without context or meaningful comparative tools won’t achieve the goals of lowering the costs of care, increasing operating efficiencies and, ultimately, improving care. “We talk about transparency, and lately I find myself asking the question, what does that really mean?” says Stuart Guterman, vice president of Medicare and cost control at the Commonwealth Fund.

Application programming interfaces ( ) allow 2 pieces of software to ‘talk to’ one another and exchange information directly in a secure way, without the need for human input each time. Some financial services providers and financial technology firms make use of in banking, but their full potential has not been explored to date. Today (3 December 2014) the government is publishing a report which considers in detail how financial technology firms can make better use of bank data on behalf of customers through and open data, and sets out the benefits that could come from adopting these in banking more widely. It is a government commissioned report, written by the Open Data Institute and Fingleton Associates.

Researchers and educators around the world now have access to data that CERN has recently made public from the Large Hadron Collider (LHC) experiment — considered to be one of the largest international scientific collaborations in history. Two programs managed at the University of Notre Dame, QuarkNet and I2U2, have played important roles in developing tools and programs for the early use of this data that could address some of the most fundamental questions about the origin and composition of the universe. On Nov. 20, CERN launched an Open Data Portal in which data from collision events produced by the LHC experiments were made available online for the global research community, including students and citizen scientists.

The Digital Accountability and Transparency Act creates a monumental challenge for federal agencies. Government leaders, watchdog groups and citizens want to make sure tax dollars are being used in productive, efficient ways free from waste and fraud.
