Montgomery County Public Schools this week launched an open data site with a look at how money might be doled out in next year’s budget and enrollment stats by grade, school and school level. OpenDataMCPS also features demographics on each MCPS school and soon will include a section showing Advanced Placement and SAT test scores across the school district. MCPS contracted with Socrata, the same vendor that helped create a series of open data sites for Montgomery County dealing with government services, budgets and basic records. In a press release on Monday, MCPS said using the same vendor allows for “the easy exchange of information between MCPS and the county.” Montgomery County introduced its own budget website in August.

From ordering pizza online to pinpointing the exact location of a breaking news story, an overwhelming portion of data on the Web has geographic elements. Yet for Web developers, wrangling the most value from geospatial information remains an arduous task. Now the standards body for the Web has partnered with the standards body for geographic information systems (GIS) to help make better use of the Web for sharing geospatial data. Both the World Wide Web Consortium (W3C) and the Open Geospatial Consortium (OGC) have launched working groups devoted to the task. They are pledging to closely coordinate their activities and publish joint recommendations.

Two of those appointments — Gloria Cordero to the Water Commission and reappointment of Mark Christoffels to the Planning Commission — will wait until Jan. 13 for City Council action because the council’s Personnel and Civil Service Committee must review them. The other dozen appointments are on the Jan. 6 council agenda. Garcia has made the use of technology in city government a priority since his election, and he spearheaded the creation of the Technology and Innovation Commission. It will act as oversight for the Technology and Innovation Department, a Garcia reinvention of the former Technology Services Department. Members of the new commission are: Milton Arcos, a software architect and product developer with experience in communications and networking.

Extraction of data from secure facility supporting pilot of NHS England programme will only commence when stakeholders are “ready” The Health and Social Care Information Centre (HSCIC) will ensure a secure data facility (SDF) is available by March to support the pilot stage of NHS England’s care.data programme, although the extraction of patient information may not occur until a later date. An HSCIC spokesperson said that the secure facility, which will allow a “limited number of approved researchers” to access data gathered from select GP practices during an initial ‘pathfinder’ phase of care.data, was required to be in place during the first quarter of the year. The extraction of patient information to support care.data would not however begin until stakeholders “were ready”.

Let’s start with the good news: The extractives transparency movement is winning. Increasing the transparency in the extractive industries has been a battle that has been fought over the last decade. The Publish What You Pay coalition launched in 2002, and the Extractive Industries Transparency Initiative (EITI) was created a year later. The result? Public awareness of the size and potential of revenues from oil, gas and mining grew, and a movement towards open data in the sector has gathered steam. The importance of this issue has been matched by strong legislative moves, first in 2010 in the US via Section 1504 of the Dodd-Frank Act, and more recently in the EU in the form of the Accounting and Transparency Directives in 2013.

But a few tools especially stand out for their ability to support innovation and potential for broader application. These include open data tools, geographic information systems (GIS), mobile strategies, gamification and wearable technology. “I think that it all rolls back into a general theme that we’re seeing in the state marketplace – and that’s moving into the federal marketplace even – which is what we’ve termed ‘government your way,’ delivering services in the direction that citizens want and need them,” said Angela Fultz Nordstrom, a vice president at the National Information Consortium, an e-government services provider.

On the eve of 2015, Mayor Eric Garcetti raised a toast to the city of Los Angeles, celebrating its No. 1 ranking in a 2014 Digital Cities Survey. The list by the e.Republic Center for Digital Government was published back in November, but city officials announced the results on New Years Eve. L.A. placed first among cities with a population of 250,000 or more, ahead of runners-up Kansas City, Mo., and Seattle. “In the 21st century, digital must be the default for cities. It’s already the norm in our private and personal lives,” Garcetti said in a statement. “Los Angeles is committed to being a world-class digital city, and this recognition speaks to the important strides we have made in this administration.

At the end of 2014, the Securities and Exchange Commission took a big step toward making corporate financial data more open,  announcing it would repackage the financial statement data it had been gathering from publicly traded companies and releasing them in quarterly datasets. Since 2009, the SEC has required public companies to transmit financial statement data in the eXtensible Business Reporting Language (XBRL) as part of quarterly filings, a machine readable format. The structured data language allows for users to do automated analysis of filings. However, analysts have been limited by the way the data is presented in the SEC’s EDGAR system, a decades-old online filing database.
