Earlier this year I warned about a worrying attack on openness: a new EU Directive strengthening trade secrets. A recent joint paper from Corporate Europe Observatory, International Society of Drug Bulletins , and Medicines in Europe Forum provides excellent analysis about some specific threats, including the following to scientific open data: A very broad definition of “trade secrets”, including scientific data that is in the public interest The definition of trade secrets proposed by the European Commission includes all non-public information with economic value, therefore any document or information that would harm the reputation of the company concerned if published by a journalist , whistle-blower or researcher (Article 2(1)) (h).

At The Space launch event last summer at the Tate Modern over 150 coders, hackers and digital artists were challenged to take any dataset and turn it into a work of art over the course of 24 hours. With participants camped out overnight for the art hack, Tate’s cavernous Turbine Hall was transformed into a vast coder’s paradise, replete with the kind of creatively charged atmosphere that only a looming deadline can provide. Backed by the likes of Sir Tim Berners Lee and the Oscar-winning visual effects teams behind both Gravity and Inception, the event also had the support of dissident Chinese artist Ai Weiwei, who donated data that he and thousands of bloggers had collected for those at #HackTheSpace to use.

While still a nascent market, the “Internet of Things” is nevertheless on its way in Central and Eastern Europe, according to Mark Yates, research manager at IDC. The public sector will be an important driver, particularly in terms of public monitoring in cities. Over the next five years, the number of remote sensors and control modules peppering the sewers, streets, buildings, and vehicles is set to soar, turning urban areas into treasure troves of data, Yates says. According to a recently published IDC study, the public sector will account for about 35 per cent of Internet of Things investments up to 2018.

Chip designer ARM has detailed its vision to drive next-generation network infrastructure, revolving around ARM-based processors and a common software stack to deliver greater intelligence distributed throughout the network to cope with the increasing data and traffic demands. In a briefing ahead of Mobile World Congress (MWC) next week, ARM announced its plans for the “intelligent flexible cloud”, and how it believes telecommunications providers can keep on top of future challenges by embedding in-network and edge-of-network intelligence, rather than trying to handle all processing in data centres or the end device.

Forgive my native scepticism when I hear politicians talk about small changes day by day, but are reluctant to talk about numbers. However, there may be some light on that particular horizon… DFP Simon Hamilton has unveiled a strategy document for the implementation of open data as a default. It’s long on words but fairly short on detail; although the accompanying roadmap provides some vestigial details about roll out and intention to engage. The ambition is admirable, but there are some conditions… On the whole, a welcome, and as these things go, a fairly timely move. One thing, that’s clear from the Risk section though is that they are taking a cautious view of cleaning up the data.

The groups that run the national fracking chemical registry FracFocus announced plans yesterday to make the site easier to use and less prone to errors. The Ground Water Protection Council (GWPC) and Interstate Oil and Gas Compact Commission also announced a plan to reduce the amount of data kept hidden as trade secrets. “Once they are implemented, the changes proposed to FracFocus will make a big difference in the quality, transparency and accessibility of information about the chemicals used in the hydraulic fracturing process,” said Kate Konschnik, policy director of Harvard Law School’s Environmental Law Program. “I look forward to seeing these changes roll out later this year.

Many states now support open data, or data that’s made freely available without restriction in a nonproprietary, machine-readable format, to increase government transparency, improve public accountability and participation, and unlock opportunities for civic innovation. To date, 10 states have adopted open data policies, via executive order or legislation, and 24 states have built open data portals. But while many agencies have joined the open data movement, state colleges and universities have largely ignored this opportunity. To remedy this, policymakers should consider how to extend open data policies to state colleges and universities. There are many potential benefits of open data for higher education.

Policy makers and industry experts gathered at a roundtable hosted by New York University’s Governance Lab (GovLab) to discuss how open data could help the Department of Agriculture improve yields, climate change resistance, boost nutritional quality and create “fertile ground” for new business opportunities. In the resulting report, Using Open Data to Protect the Food Supply, the roundtable participants offered recommendations on data access and availability, interoperability, collection, sharing, storage and dissemination.   The report also includes the USDA’s responses as well as further suggestions for industry and government. A major issue the roundtable addressed was how to make USDA data more readily available and the best formats for agricultural data.
