New research published with the support of the FP7 large-scale bioinformatics project Building the European Biodiversity Observation Network (EU BON) and the Alien Challenge COST action reveals the importance of open data in the study and control of invasive alien species. The study was published online in open access in the journal Management of Biological Invasions. Invasive alien species cause a wide variety of problems, including issues related to conservation; to human and animal health; to agriculture and to fisheries management. But how can science be useful to manage such potential issues? “To advise policy makers and inform land managers on the dangers posed by and how to fight alien species we need to understand the invasion process.

For example, states the report, Smart transport makes sense in a city area: but it also makes sense across remote areas where more responsive transport services might save long miles of wasted travel, or smart care dictate more cost-effective location of hospitals and clinics. The research, which aimed to assess the benefits and potential for ‘smart’ places, not just ‘smart cities’, found that the capacity to implement smart technologies is only in place in 15.2% of local public service bodies, though 45.7% have plans to address the gap. “Without the right skills to innovate, the public sector will be unable to take full advantage of the cost efficiencies available from better – and smarter – ways of delivering modern services,” the report finds.

The city of Philadelphia released procurement-related datasets that will let citizens more closely mind the public’s business. The data, from the city’s contracts for supplies, equipment, non-professional services and public works services, will be made available through the city’s open data website. Members of the public will now be able to view procurement data summarized and contextualized, according to types of contract information. Summaries of the datasets will breakdown dollars by vendor and contract type as well as list the top 20 largest contracts and soon to expire contracts.

The automated sharing of customer data has the potential to re-shape the banking industry. It will put the big retail banks in more direct competition with startup competitors but will also open up opportunities to collaborate with them and benefit from those startups’ ideas and innovation. The 2015 International Debt Statistics database contains many different indicators to help understand external debt in low-and middle-income countries. This post looks at one: disbursements, in the context of countries in Sub-Saharan Africa.So what are disbursements? Disbursements are simply the amount of a loan commitment (the total amount of new loans to borrowers for which contracts were signed) that is actually spent, in a given year. The reason I’ve decided to focus on disbursements is that this indicator offers a clear picture of developments in a given year while an indicator like external debt stock (which tell us how much a country owes its creditors – the entities that lend a country money) is a more cumulative measure as it is influenced by what happened in previous years.

Apple has reportedly offered to partially open its customer data trove to content owners if they sign on to its new web television initiative, marking a stark turn for the company that has traditionally balked at sharing information with partners. Content owners will be able to receive data on “who [Apple’s] viewers are, what they watch and when they watch it,” according to the New York Post. The United Kingdom is the G8 nation most committed to opening data to the public, a new report suggests. A ranking from the Center for Data Innovation, a Washington think tank, finds the U.K. has met the most aspects of a G8 Open Data Charter; elements of the charter, drawn up at a summit in Northern Ireland in 2013, include releasing public data in machine-readable formats, providing high-quantity data across a range of topics, and standardizing metadata, among others. Canada and the United States tied for second place, followed by France, Italy, Japan and Germany, according to CDI’s ranking. Russia, which left G8 in 2014, had the lowest score.
