California Forward is a catalyst for change in the state. To reinforce why promoting access to open data is an important step toward improving governance in the state, the organization hosted a well-attended statewide Summit on Data in Sacramento on Wednesday during Sunshine Week. Assembly member Phil Ting (D-San Francisco) marked the occasion by announcing legislation to make California a leader in open data at the Summit, which convened leading civic tech developers. Ting’s objective is to make more information about our state government freely available for everyone to access, analyze, and republish without restrictions. “We know open data leads to more accountability and efficiency,” said Ting. “As the home of Silicon Valley, California should be an open data leader.

All states are getting better at financial transparency, but some, like California, lag behind their counterparts. A sixth annual report on government spending transparency conducted by consumer advocacy group U.S. PIRG – called Following the Money 2015 – analyzed and ranked the 50 states in their efforts to show the public how they’re spending money. California, home to countless tech companies, scored last on the report with a grade of F, just below Idaho and Alaska. Ohio was the surprise winner with a grade of A+, up from a D- last year, after the launch of a new financial portal under the state’s office of the treasurer, which looks like something one would expect from a successful tech company, not a government agency, said U.S. PIRG Senior policy Analyst Phineas Baxandall.

Separate pieces of legislation circulating at the State Capitol would create a state-level chief data officer and require local agencies to inventory the data they have. One open data advocate thinks California can push the envelope even further. Robb Korinke, a principal at GrassrootsLab who leads technology-focused government efforts for California Forward, a nonprofit organization that calls itself a “catalyst for change,” lays out a three-step plan for enacting a comprehensive open data policy in California. Korinke writes in a Sacramento Bee opinion piece that California needs to better understanding of how and what data agencies store, make data work together, and prioritize data by developing standards and practices.

NEW YORK CITY — A Queens neighborhood is the king of illegal curb cut complaints. Tanzania is facing a youth unemployment crisis. The World Bank has reported that around 900,000 young people enter the country’s job market annually, but only 50,000 to 60,000 formal sector jobs are created each year. With more than 66 percent of the population under 25, this job shortage will keep rising. On the flipside, young people are adapting to their situation and increasingly seeking work and opportunities to make money in the informal sector. A study of young people across seven regions of the country found that 75 percent of participants earned their main income through the informal sector, with most earning around the poverty line.
