Public access to local, state and federal government information is often acknowledged as a basic right of citizens under American law. “I think local-government data is a national treasure,” Jonathan Feldman, chief information officer for the city of Asheville, told Mountain Xpress in a 2012 interview. OpenPOWER is experiencing a lot of “firsts” this week. Indicative of the maturity and work happening around the POWER architecture, OpenPOWER Foundation members are unveiling more than 10 new hardware solutions spanning systems, boards, and cards, and a new microprocessor customized for the Chinese market. The foundation licenses out IBM’s POWER platform, making POWER hardware and software available to open development. The hope is to enable unprecedented customization and new styles of server hardware for a variety of computing workloads. The flood of new “firsts” illustrates the growing need for customization.

The OpenPOWER Foundation and its members have been busy since the organization was founded in 2013 with the goal of creating an open ecosystem based on the Power microprocessor architecture developed by IBM. New Mexico received a “C+” when it comes to government spending transparency, according to “Following the Money 2015: How the 50 States Rate in Providing Online Access to Government Spending Data,” the sixth annual report of its kind by the New Mexico Public Interest Research Group Education Fund. This year’s report recognized more states as leaders than ever before, with all but two states allowing users to search the online checkbook by agency, keyword or vendor, or some combination of the three. Likewise, 44 states now provide checkbook-level data for one or more economic development subsidy programs. Some states have even innovated entirely new features.

In pursuit of its open government goals, the Department of Health and Human Services is expanding access to financial data and to the results of its funded scientific research, HHS Deputy Secretary Bill Corr said in a blog post. Although HHS has made over 1,800 datasets accessible to the public through healthdata.gov, Corr said the department’s goal now is, “to maximize the value of HHS information by ensuring that our stakeholders have access to the fullest spectrum of health and human service data in formats that are readily consumable and lend themselves to meaningful re-use.” To that end, HHS released plans for making the results of government-funded research freely available to the public.

Assemblymember Phil Ting, D-San Francisco, announced legislation on Wednesday that would enable the governor to appoint a chief data officer who would work with agencies and departments to build out California’s open data portal. Ting announced AB 1215, the California Open Data Act, during remarks given this morning at California Forward’s Data Summit in Sacramento. Under the legislation, a new chief data officer would establish a California Open Data Standard allowing for release of public data in a common format on data.ca.gov. “We know open data leads to more accountability and efficiency,” said Ting.  “As the home of Silicon Valley, California should be an open data leader.  We have seen how open data works in communities across the state, especially San Francisco.

Microsoft will be making its debut in Pune by starting its data centre in the city by the end of this year. The company will also roll out a special Cloud Accelerated Program for the country. Bhaskar Pramanik, Chairman of Microsoft India, announced the setting up of the centre at the second Azure conference in Pune on Wednesday. Refusing to divulge investment details and physical location of the Pune data centre, Pramanik said all three data centres in the country would be owned by the company. He had during the course of his dialogue had earlier said the data centres of the company were as big as a “rugby field”. According to Pramanik, the Azure cloud computing platform of Microsoft has the highest market share in the sector.
