Cabinet Office minister Francis Maude has committed to adopting a set of standardised transparency provisions in government outsourcing contracts. This is an important step in making these deals more open and accountable. In November last year, the Institute for Government convened a taskforce to draft a set of standardised transparency provisions that would commit government and public service providers to publish information on contract performance to the public. Last week, the institute set out its recommendations, based on the advice of this taskforce, in its Enhancing Transparency in Public Service Contracts report, which was published to coincide with Francis Maude commitment to trial and adopt a version of the recommended provisions.

Kingston Fire and Rescue recently announced support for a potentially lifesaving mobile application – PulsePoint. CPR-trained individuals, who have downloaded the app, can be alerted when someone nearby is in cardiac arrest. This simple technology can extend the possibility of saving a life if a trained community member is able to respond faster than emergency crews. Further, this app can help citizens feel more connected to their community; knowing they’ll make their skills available if the need arises. Initiatives like the PulsePoint app, which change how municipalities deliver services and engage citizens, will be discussed at the Community Foundation’s Data-Smart Cities Speaker Series event on April 1st.

As part of our efforts to promote transparency and open data in Puerto Rico, ABRE Puerto Rico this month received formal recognition and support from the Office of the Electoral Comptroller (OCE in its Spanish acronym) to publish campaign contribution data for Puerto Rico. In conjunction with this collaboration, ABRE Puerto Rico has created a new web-based tool that allows the public to search through individual political campaign donation information. We have placed our application in our portal at ABRE Puerto Rico’s donation page, allowing any citizen to seek out contribution details by donor name, candidate or political party.

Australian enterprise users will largely have to wait to take advantage of so-called “brite box” switches, the designs of which are loosely based on hardware championed by the likes of Facebook, Google and Amazon. Analyst firm Gartner coined the term in December last year. ‘Brite box’ essentially describes a new class of vendor-supported whitebox switches that are being touted by Dell, Juniper and HP. Brite boxes are seen by Gartner as a kind of middle ground “between traditional and whitebox switching”, according to the firm’s research note. They allow customers to load and run the network switch operating system of their choice on the supplied switch hardware, but also come bundled with vendor support and maintenance.

Data.gov, the home of the government’s open data information, has announced a new features for its open data platform. First, Data.gov has added a new “Open With” menu that will enable users to directly open datasets with Plotly and CartoDB – both data visualization tools. Plotly converts datasets into graphs, and CartoDB,can be used to quickly turn geospatial data into maps, some of which can be seen in this gallery of maps using government data. The Open With menu also now supports KML and zipped Shapefiles. Data.gov will continue to add third-party tools to it. The Federal Emergency Management Agency also worked with Data.gov on an interactive data visualization tool to better illustrate the agency’s support for community building.

At the end of April, the U.S. Department of Health and Human Services will lose Bryan Sivak, its chief technology officer. An HHS staff email, obtained by Government Technology, confirmed the departure, and marked the end of Sivak’s prolific impact on the federal agency. As a thought leader in open data disruption and out-of-the-box procurement methods, Sivak championed numerous initiatives after taking the helm from his predecessor Todd Park in June 2012. Some of his notable contributions include founding the HHS Innovation, Design, Entrepreneurship and Action (IDEA) Lab; establishing the HHS Buyer’s Club for better procurement; and spearheading a national campaign to expand open data across the agency’s many state and federal organizations.
