Leeds, Sheffield and Bradford were among the lowest ranked in an analysis of the “smartest” UK cities for commuters. In Bradford, 67 per cent regularly use their phone to access information about bus and train times or for buying tickets or finding out about traffic jams. The figure for Leeds was 70 per cent and Sheffield 69 per cent. This compares to the best-connected city, Edinburgh, where 88 per cent of those surveyed use their phone to access transport data. The data on 12 cities, gathered by Xerox, showed variations in the use of cars and public transport across Yorkshire cities. Bradford residents said it took an average of 9.5 minutes to find a parking space in the city. In Leeds it took an average of 10 minutes to park.

The Web was invented to enable scientists to collaborate. In 2000 the Los Alamos National Laboratory commissioned me to write a progress report on web-based collaboration between scientists, Internet Groupware for Scientific Collaboration. Blogs, social media, and Open Access publishing of scientific literature, data, and software were trends then visible on the horizon but not yet central to the experiences of most working scientists. For this PLOS-commissioned survey, which I view as a bookend to my 2000 report, I’ve investigated how researchers are collaborating to transform scientific communication in an Open Access environment. I’ve found that adoption remains incomplete, but progress has been dramatic and encouraging.

Inspiring commentary about the potential economic and civic benefits of open data is everywhere these days. I’ve seen the momentum building here in Nigeria, especially spurred by the government’s first Open Data Development Initiative. Investments by international donors have supported the country’s growing community of open data enthusiasts, and the frequency of data-related workshops and hackathons has jumped from virtually zero to periodic events in Lagos, Abuja, Benin and elsewhere. But there’s a major roadblock to the realization of many open data initiatives in Nigeria: a dearth of high-value data. There is no single definition of “high-value data,” but it’s roughly information that makes government spending, enforcement, policy or other practices transparent and responsive.

Apple has made a change with the release iOS 8.3 that blocks the ability of software applications to access app directories on the iPhone, iPad, and iPod touch. Popular applications such as iFunBox, iTools, iExplorer, iBackupBot and PhoneView were previously able to access the sandbox directory of installed applications. This was useful for quickly obtaining or editing files. iFunBox recently posted an update on the situation to Facebook: iOS 8.3 ruined our freedom of controlling data in our installed Apps and Games. Apple blocked access of the entire sandbox directory of every installed App since iOS 8.3. Previously only writing is block in executable directory. Now we totally lost the control of Apps on our own devices. We are investigating the situation.

The Energy Department is losing its second senior career technology executive in seven months. Don Adcock, the deputy CIO, announced today he’s leaving government after more than 17 years. Adcock, who also served as acting CIO at Energy, said in an email obtained by Federal News Radio that his last day is April 17 and he will join the private sector. He didn’t say for which company he would be working. “The timing, in my opinion, is perfect. The last year has been full of many accomplishments and it is a convenient point to turn over those accomplishments, and all the exciting work that lies ahead, to an extremely capable team and our new CIO,” Adcock wrote in an email to staff.
